सिरमौर निजी बस ऑपरेटर यूनियन ने शिलाई-शिमला रूट पर हुए हालिया विवाद को लेकर अपनी स्थिति स्पष्ट की है। यूनियन के अध्यक्ष बलविंदर सिंह ने आज पावंटा साहिब में प्रेस वार्ता कर आरोप लगाया कि HRTC प्रबंधन और स्थानीय स्टाफ मिलकर सरकार व मंत्रियों को गुमराह कर रहे हैं। उन्होंने कहा कि जिस तरह से पूर्व प्रधान मामराज शर्मा पर झूठी FIR दर्ज की गई है, वह पूरी तरह से गलत है। यूनियन ने अल्टीमेटम दिया है कि यदि 24 घंटे के भीतर यह FIR रद्द नहीं हुई, तो जिले भर के निजी बस ऑपरेटर चक्का जाम कर हड़ताल पर चले जाएंगे।विवाद की मुख्य जड़ समय सारणी (Time Table) को लेकर है। यूनियन का दावा है कि सरकार ने जब शिमला से शिलाई के लिए बस सेवा शुरू की, तो उसका समय दोपहर 2:46 PM रखा गया, जबकि इसी रूट पर पहले से ही 2:45 PM और 2:47 PM पर निजी बसें संचालित हो रही हैं। महज एक-एक मिनट के इस अंतराल के कारण सड़कों पर ‘अनहेल्दी कंपटीशन’ बढ़ रहा है, जो किसी भी बड़े हादसे का कारण बन सकता है।

यूनियन ने खुलासा किया कि इस समस्या को सुलझाने के लिए 8 अप्रैल को RTO की अध्यक्षता में एक संयुक्त बैठक हुई थी। इस बैठक में HRTC के अड्डा प्रभारी राजेंद्र सिंह, प्रेम ठाकुर और सुभारा जी के साथ निजी ऑपरेटर भी शामिल हुए थे। बैठक में सर्वसम्मति से यह निर्णय लिया गया था कि HRTC की इस नई बस को 3:17 PM पर चलाया जाएगा। यूनियन का आरोप है कि 11 अप्रैल तक तो बस इसी समय पर चली, लेकिन 12 अप्रैल को HRTC प्रबंधन ने बिना किसी सूचना के दोबारा बस को 2:46 PM पर भेज दिया, जिससे विवाद की स्थिति पैदा हुई।पूर्व प्रधान मामराज शर्मा ने अपना पक्ष रखते हुए कहा कि उन्होंने पहले पुलिस को शिकायत दी थी, लेकिन उस पर कोई कार्रवाई नहीं की गई। इसके विपरीत, HRTC की शिकायत पर तुरंत उनके खिलाफ मामला दर्ज कर लिया गया। उन्होंने यह भी सवाल उठाया कि जब सड़कें सुधर चुकी हैं, तो पुराने टाइम टेबल को अपडेट क्यों नहीं किया जा रहा? उन्होंने आरोप लगाया कि HRTC बसें 20 मिनट बाद चलने के बावजूद तेज रफ्तार के कारण निजी बसों से पहले पहुँच रही हैं, जो यात्रियों की सुरक्षा के साथ खिलवाड़ है। यूनियन ने स्पष्ट किया कि उन्हें नई बस सेवा शुरू होने से कोई आपत्ति नहीं है, लेकिन इसे उचित समय अंतराल (कम से कम 15-20 मिनट) के साथ चलाया जाना चाहिए। उन्होंने कहा कि निजी बस मालिक टैक्स भरते हैं और जनता की सेवा कर रहे हैं, लेकिन उनके साथ सौतेला व्यवहार किया जा रहा है। यदि 20 अप्रैल तक उनकी मांगों का समाधान नहीं हुआ और FIR रद्द नहीं की गई, तो प्रदेश स्तर पर आंदोलन छेड़ा जाएगा, जिसकी जिम्मेदारी प्रशासन और पुलिस की होगी।

The Sirmour Private Bus Operators’ Union has clarified its stance regarding the recent dispute on the Shillai-Shimla route. Addressing a press conference in Paonta Sahib today, Union President Balvinder Singh alleged that the HRTC management and local staff are colluding to mislead the government and the ministers. He stated that the manner in which a false FIR has been registered against former Pradhan (Village Head) Mamraj Sharma is completely unjustifiable. The Union has issued an ultimatum: if this FIR is not quashed within 24 hours, private bus operators across the entire district will stage a “Chakka Jam” (road blockade) and go on strike.The root cause of the dispute lies in the bus timetable. The Union claims that when the government launched the bus service from Shimla to Shillai, its scheduled departure time was set at 2:46 PM—despite private buses already operating on this very route at 2:45 PM and 2:47 PM. This mere one-minute interval is fueling “unhealthy competition” on the roads, which could potentially lead to a major accident.

The Union revealed that a joint meeting, presided over by the RTO, was held on April 8 to resolve this issue. The meeting was attended by private operators alongside HRTC depot officials—including Depot In-charge Rajendra Singh, Prem Thakur, and Subhara Ji. During the meeting, a unanimous decision was reached to reschedule the new HRTC bus service to 3:17 PM. The Union alleges that while the bus adhered to this schedule until April 11, the HRTC management unilaterally reverted its departure time to 2:46 PM on April 12—without any prior notice—thereby triggering the current dispute. Presenting his side of the story, former Pradhan Mamraj Sharma stated that he had previously lodged a complaint with the police, but no action was taken on the matter. In contrast, a case was registered against them immediately following a complaint filed by the HRTC. They also raised the question: why is the old timetable not being updated, given that road conditions have improved? They alleged that HRTC buses—despite departing 20 minutes later—are reaching their destinations ahead of private buses due to excessive speeding, thereby compromising passenger safety. The union clarified that they have no objection to the introduction of new bus services; however, these services should be operated with an appropriate time interval (of at least 15–20 minutes). They stated that private bus owners pay taxes and serve the public, yet they are being subjected to discriminatory treatment. They warned that if their demands are not addressed and the FIR is not quashed by April 20, a state-wide agitation will be launched, for which the administration and the police will be held responsible.
