शिलाई विधानसभा क्षेत्र के वरिष्ठ नेता रघुबीर सिंह कपूर पुत्र स्वर्गीय धर्म सिंह कपूर निवासी गाँव शमाह-पमता ने ‘राज्य सहकारिता आयोग बोर्ड, सहित हिमाचल प्रदेश सरकार के सदस्य पद तथा कांग्रेस पार्टी के सभी पदों से एकाएक त्यागपत्र दे दिया हैं। जिससे शिलाई कांग्रेस में उथलपुथल मची हुई हैं। वही शिलाई विधानसभा से मंत्री हर्ष वर्धन चौहान की साख को भी धक्का लगा है। रघुवीर कपूर ने अपने त्यागपत्र में लिखा है कि वह जन्मजात कांग्रेस कार्यकर्ताओं के साथ रहे हैं, लेकिन सरकार और पार्टी का रवैया तथा अनदेखी अब उनकी सहन शक्ति से बाहर हो चुकी है और उन्हें पार्टी के अंदर घुटन महसूस होने लगी है। उन्होंने माननीय राज्यपाल हिमाचल प्रदेश, मुख्यमंत्री सुखविंदर सिंह सुक्खू, उद्योग मंत्री हर्षवर्धन चौहान तथा पीसीसी चीफ विनय कुमार से विनम्र निवेदन किया है कि उनका यह त्यागपत्र स्वीकार किया जाए और उन्हें सभी पदों से मुक्त किया जाए। उन्होंने दिनांक 01-05-2026 से कांग्रेस पार्टी के सभी पदों से अपने आप को मुक्त घोषित किया हैं। पार्टी सूत्रों की माने तो वरिष्ठ कांग्रेस नेता रघुवीर कपूर इस बात से आहत हुए हैं कि शिलाई विधानसभा क्षेत्र के तहत टटियाना जिला परिषद सदस्य सीट ओपन होने के बाद भी भी OBC वर्ग के उम्मीदवार को पार्टी ने तबज्जो दी हैं। जब कि पंचायतों व अन्य निकाय चुनावों में भी इस बार भारी मात्रा में महिला वर्ग व अन्य रिजर्व्ड वर्ग की सीटें आई हैं। इसी बीच जनरल सीट को भी OBC को देने से राजपूत वर्ग खासा नाराज हैं। आशंका व्यक्त की जा रही है कि रघुवीर कपूर की नाराजगी के साथ-साथ पार्टी के अन्य नाराज कार्यकर्ता भी अब खुल सामने आ सकते है और शिलाई कांग्रेस के लिए निकाय चुनाव के बीच यह टूट महंगी पड़ सकती हैं। सवाल अब यह भी उठने लगे है कि एकछत्र राज व पार्टी में निर्णय लेने वाले मंत्री हर्ष वर्धन चौहान की कार्यप्रणाली को भी चुनौती मिलने लगी हैं। या यूं कहें कि पार्टी कार्यकर्ता उनके निर्णय ठुकराने लगे हैं। जिसके दूरगामी परिणाम निकाय चुनाव के बाद अगले विधानसभा चुनाव में भी देखने को मिल सकते हैं।

Raghuvir Singh Kapoor—a senior leader of the Shilai Assembly constituency and son of the late Dharam Singh Kapoor, a resident of village Shamah-Pamta—has abruptly resigned from all his positions within the Congress party, as well as from his membership in the Himachal Pradesh Government, including his seat on the State Cooperative Commission Board. This move has thrown the Shilai Congress into turmoil. Furthermore, the credibility of Minister Harsh Vardhan Chauhan, who represents the Shilai Assembly constituency, has also suffered a setback. In his resignation letter, Raghuvir Kapoor stated that he has been a lifelong Congress worker; however, the attitude and neglect shown by the government and the party have now exceeded his limits of tolerance, and he has begun to feel stifled within the party fold. He has humbly requested the Honorable Governor of Himachal Pradesh, Chief Minister Sukhvinder Singh Sukhu, Industries Minister Harsh Vardhan Chauhan, and PCC Chief Vinay Kumar to accept his resignation and relieve him of all his official duties. He has declared himself relieved of all positions within the Congress party, effective from May 1, 2026. According to party sources, senior Congress leader Raghuvir Kapoor is aggrieved by the fact that, despite the Tatiyana District Council seat—which falls under the Shilai Assembly constituency—being declared ‘Open’ (unreserved), the party chose to prioritize a candidate from the OBC category. This decision comes at a time when, in the ongoing Panchayat and other local body elections, a significant number of seats have already been reserved for women and other reserved categories. Consequently, the Rajput community is particularly upset that a ‘General’ (unreserved) seat was allocated to an OBC candidate. Apprehensions are being raised that, alongside Raghuvir Kapoor’s dissent, other disgruntled party workers may now also come forward openly; this internal rift could prove costly for the Shilai Congress amidst the ongoing local body elections. Questions are also beginning to surface regarding the functioning of Minister Harsh Vardhan Chauhan—who has hitherto exercised unchallenged authority and decision-making power within the party—suggesting that his leadership style is now facing a challenge. Or, to put it another way, party workers have begun to reject his decisions. The far-reaching consequences of this dissent could be witnessed not only in the current local body elections but also in the upcoming Assembly elections.
