हाटी विकास मंच हिमाचल प्रदेश के प्रतिनिधिमंडल ने आज महामहिम राज्यपाल हिमाचल प्रदेश कविंद्र गुप्ता के माध्यम से प्रधानमंत्री नरेंद्र मोदी को एक महत्वपूर्ण ज्ञापन प्रेषित किया। ज्ञापन में हाटी समुदाय के अधिकारों के संरक्षण, अनुसूचित जनजाति (ST) दर्जे के प्रभावी क्रियान्वयन तथा गिरिपार क्षेत्र के समग्र विकास से जुड़े महत्वपूर्ण मुद्दों को प्रमुखता से उठाया गया। प्रतिनिधिमंडल ने प्रधानमंत्री नरेंद्र मोदी एवं भारत सरकार का आभार व्यक्त करते हुए कहा कि हाटी समुदाय को अनुसूचित जनजाति का दर्जा प्रदान कर ऐतिहासिक न्याय किया गया है। यह निर्णय गिरिपार क्षेत्र के लाखों लोगों के सम्मान, सामाजिक अधिकारों एवं विकास की दिशा में एक मील का पत्थर साबित हुआ है।
हाटी विकास मंच ने ज्ञापन में उल्लेख किया कि वर्तमान में हाटी समुदाय से संबंधित मामला माननीय उच्च न्यायालय शिमला में विचाराधीन है। इस पर अंतरिम स्थगन (Interim Stay) के कारण समुदाय के पात्र लोगों को अनुसूचित जनजाति के वास्तविक लाभ नहीं मिल पा रहे हैं। मंच ने न्यायपालिका एवं संवैधानिक प्रक्रियाओं के प्रति पूर्ण सम्मान व्यक्त करते हुए केंद्र सरकार से आग्रह किया कि इस विषय के शीघ्र एवं न्यायसंगत समाधान हेतु आवश्यक संवैधानिक एवं विधिक पहल सुनिश्चित की जाए, ताकि हाटी समुदाय को प्रदत्त अधिकारों का लाभ बिना विलंब प्राप्त हो सके।

ज्ञापन में हाटी विकास मंच ने मुख्य रूप से तीन प्रमुख मांगें उठाईं है, इनमें हाटी समुदाय को प्रदान किए गए अनुसूचित जनजाति दर्जे का सभी सरकारी विभागों में पूर्ण एवं प्रभावी क्रियान्वयन सुनिश्चित किया जाए। न्यायालय में लंबित मामले के शीघ्र निस्तारण हेतु आवश्यक पहल की जाए तथा गिरिपार क्षेत्र की जीवनरेखा माने जाने वाले सोलन,राजगढ़,नौहराधार हरिपुरधार ,रोनहाट ,मीनस सड़क मार्ग को ‘पीएम गति शक्ति’ योजना के अंतर्गत शामिल किया जाए अथवा राष्ट्रीय राजमार्ग घोषित किया जाए। मंच के प्रतिनिधियों ने कहा कि यह सड़क गिरिपार क्षेत्र के हजारों लोगों के लिए आवागमन, स्वास्थ्य सेवाओं, शिक्षा, पर्यटन, आपदा प्रबंधन एवं आर्थिक गतिविधियों की दृष्टि से अत्यंत महत्वपूर्ण है। सड़क के उन्नयन से दुर्गम क्षेत्र के विकास को नई गति मिलेगी तथा सीमांत क्षेत्रों में रहने वाले लोगों को सीधा लाभ प्राप्त होगा। हाटी विकास मंच ने यह भी कहा कि महामहिम राज्यपाल कविंद्र गुप्ता जी का इन महत्वपूर्ण मुद्दों के प्रति सदैव सकारात्मक एवं संवेदनशील रुख रहा है। मंच ने विश्वास व्यक्त किया कि उनके सहयोग एवं मार्गदर्शन से हाटी समुदाय की समस्याओं के समाधान और गिरिपार क्षेत्र के विकास को नई दिशा मिलेगी। हाटी विकास मंच ने विश्वास व्यक्त किया कि प्रधानमंत्री नरेंद्र मोदी जी के संवेदनशील एवं दूरदर्शी नेतृत्व में हाटी समुदाय की मांगों पर सकारात्मक विचार करते हुए आवश्यक दिशा-निर्देश प्रदान किए जाएंगे। इस अवसर पर प्रतिनिधिमंडल में हाटी विकास मंच के अध्यक्ष प्रदीप सिंह सिंगटा, महासचिव डॉ. अनिल भारद्वाज, कोषाध्यक्ष एडवोकेट वी. एन. भारद्वाज, मुख्य सलाहकार विवेक तोमर, सह सचिव सुरेंद्रा ठाकुर सहित अन्य सदस्य उपस्थित रहे।

Hati Vikas Manch Submits Memorandum to Prime Minister Regarding Rights of Hati Community and Development of Giri-Par Region

A delegation from the Hati Vikas Manch, Himachal Pradesh, today submitted an important memorandum to Prime Minister Narendra Modi through His Excellency, the Governor of Himachal Pradesh, Kavindra Gupta. The memorandum prominently highlighted key issues related to the protection of the Hati community’s rights, the effective implementation of Scheduled Tribe (ST) status, and the holistic development of the Giri-Par region. Expressing their gratitude to Prime Minister Narendra Modi and the Government of India, the delegation stated that granting Scheduled Tribe status to the Hati community constitutes an act of historic justice. This decision has proven to be a milestone regarding the dignity, social rights, and development of hundreds of thousands of people in the Giri-Par region. In the memorandum, the Hati Vikas Manch noted that a matter concerning the Hati community is currently sub judice before the Hon’ble High Court of Shimla. Due to an interim stay order on this matter, eligible members of the community are unable to access the actual benefits associated with Scheduled Tribe status. While expressing their utmost respect for the judiciary and constitutional processes, the Manch urged the Central Government to ensure that necessary constitutional and legal initiatives are undertaken to facilitate a speedy and equitable resolution to this issue, thereby enabling the Hati community to receive the benefits of their granted rights without further delay.

The memorandum primarily put forward three key demands: firstly, to ensure the full and effective implementation of the Scheduled Tribe status granted to the Hati community across all government departments; secondly, to take necessary initiatives for the expeditious disposal of the case currently pending in court; and thirdly, to either include the Solan–Rajgarh–Nohradhar–Haripurdhar–Ronhat–Minas road—considered the lifeline of the Giri-Par region—under the ‘PM Gati Shakti’ scheme or to declare it a National Highway. Representatives of the Manch emphasized that this road is of immense importance to thousands of people in the Giri-Par region in terms of connectivity, healthcare services, education, tourism, disaster management, and economic activities. They added that upgrading this road would provide fresh momentum to the development of this remote region and yield direct benefits for the people residing in these border areas. The Hatti Vikas Manch also stated that His Excellency Governor Kavindra Gupta has consistently maintained a positive and sensitive stance regarding these significant issues. The Manch expressed confidence that, through his support and guidance, the resolution of the Hatti community’s problems and the development of the Giripar region would receive a new direction. The Hatti Vikas Manch further expressed confidence that, under the sensitive and visionary leadership of Prime Minister Narendra Modi, necessary directives would be issued following a positive consideration of the Hatti community’s demands. Present on this occasion were members of the delegation, including Hatti Vikas Manch President Pradeep Singh Singta, General Secretary Dr. Anil Bhardwaj, Treasurer Advocate V.N. Bhardwaj, Chief Advisor Vivek Tomar, and Joint Secretary Surendra Thakur, among others.
