जिला सिरमौर के शिलाई विधानसभा क्षेत्र के कोटी ऊतरऊ राजकीय प्राथमिक पाठशाला का भवन वर्तमान में इतनी जर्जर स्थिति में है कि बारिश होने पर छत से पानी टपकना शुरू हो जाता है तो वहीं छत भी जैसे गिरने की कगार पर है और जिस प्रकार देव भूमि हिमाचल प्रदेश के विभिन्न क्षेत्रों में आपदाओं का मंजर देखने एवं सुनने को मिल रहा है जिसमे सैकड़ों हजारों लोग बेघर और अपने जीवन से हाथ धो बैठे हैं।

इसी परिप्रेक्ष्य में स्थानीय गांव के जागरूक व नवयुवक मंडल कोटी ऊतरऊ के अध्यक्ष जो वर्तमान में शिक्षक के रूप में भी मिल्ला स्कूल अपनी बखूवी भूमिका निभा रहे हैं। गांव के इस स्कूल की जर्जर स्थिति से निपटने के लिए शिक्षा विभाग, जिलाधिश सिरमौर और स्थानीय विधायक एवं मंत्री ठाकुर हर्षवर्धन चौहान से सुरक्षा के रुप में गुहार लगाई है कि,इस समस्या का जल्द से जल्द समाधान किया जाएं ताकि भविष्य में कोई अनहोनी न हो, और छोटे छोटे बच्चों, अध्यापकों को किसी प्रकार का नुक़सान न उठाना पड़े।

At present, the building of Koti Utarau Government Primary School of Shillai Assembly Constituency of Sirmaur District is in such a dilapidated condition that when it rains, water starts dripping from the roof and the roof itself is on the verge of collapse and the way scenes of disasters are being seen and heard in various areas of Dev Bhoomi Himachal Pradesh, in which hundreds of thousands of people have become homeless and have lost their lives.

In this context, the president of the local village’s aware and youth group Koti Utarau, who is currently also playing his role as a teacher in Milla School, has appealed to the Education Department, District Magistrate Sirmaur and local MLA and Minister Thakur Harshvardhan Chauhan to solve this problem as soon as possible so that no untoward incident happens in the future and small children and teachers do not have to suffer any kind of loss.
