शिलाई विधानसभा क्षेत्र में महिला मतदाता लिंगानुपात बढ़ाने के उद्देश्य से एसडीएम शिलाई जसपाल ने एक नई रणनीति तैयार की है। इस विशेष अभियान के तहत 18 जून से प्रतिदिन 10 बीएलओ तथा 10 आंगनवाड़ी कार्यकर्ता अपने-अपने केंद्रों के सर्वेक्षण पंजीयक (रजिस्टर) के साथ एसडीएम कार्यालय में उपस्थित होंगी। उल्लेखनीय है कि आंगनवाड़ी कार्यकर्ताओं के पास अपने केंद्रों का अद्यतन छमाही सर्वेक्षण रजिस्टर उपलब्ध होता है, जिसमें क्षेत्र की महिलाओं और अन्य लाभार्थियों का नाम एवं आयु संबंधी विवरण दर्ज रहता है। एस॰डी॰एम स्वयं इन रजिस्टरों का अवलोकन कर 18 वर्ष से अधिक आयु की उन महिलाओं की पहचान करेंगे, जिनका अभी तक मतदाता पहचान पत्र नहीं बना है। इसके बाद संबंधित बीएलओ से उसी समय आवश्यक प्रपत्र भरवाकर यह सुनिश्चित किया जाएगा कि पात्र महिलाओं का नाम मतदाता सूची में दर्ज हो और उन्हें मतदाता पहचान पत्र उपलब्ध कराया जाए। गौरतलब है कि शिलाई विधानसभा क्षेत्र में महिला मतदाता लिंगानुपात पूरे देश के विधानसभा क्षेत्रों में सबसे कम था। यह अनुपात प्रारंभ में प्रति 1000 पुरुष मतदाताओं पर केवल 801 महिला मतदाता था। इस स्थिति की जानकारी मिलने पर एसडीएम शिलाई ने विशेष प्रयास शुरू किए और रिकॉर्ड समय में इस अनुपात को बढ़ाकर 836 तक पहुंचा दिया। उनके प्रयासों की सराहना भारतीय निर्वाचन आयोग द्वारा भी की गई है तथा उन्हें राज्य निर्वाचन विभाग की ओर से सम्मानित किया जा चुका है। एसडीएम शिलाई जसपाल का कहना है कि उनका लक्ष्य शिलाई विधानसभा क्षेत्र के महिला मतदाता लिंगानुपात को राष्ट्रीय औसत के बराबर पहुंचाना है। उन्होंने बताया कि पूर्व में बीएलओ के माध्यम से विशेष अभियान चलाया गया था, लेकिन अपेक्षित सफलता नहीं मिल सकी। इसके बाद उन्हें आंगनवाड़ी कार्यकर्ताओं के सर्वेक्षण रजिस्टर का उपयोग कर छूटी हुई महिला मतदाताओं की पहचान करने का विचार आया, जिसे अब प्रभावी रूप से लागू किया जा रहा है। इस अभिनव पहल की क्षेत्र में व्यापक सराहना हो रही है। एसडीएम ने कहा कि महिला मतदाता लिंगानुपात सुधारने की जो मशाल उन्होंने उठाई है, वह तब तक जारी रहेगी जब तक शिलाई विधानसभा क्षेत्र का अनुपात संतोषजनक स्तर तक नहीं पहुंच जाता। उन्होंने क्षेत्रवासियों से भी अपील की है कि वे इस अभियान में सक्रिय सहयोग दें और अपने आसपास की उन पात्र महिलाओं के मतदाता पहचान पत्र बनवाने में सहायता करें, जिनका नाम अभी तक मतदाता सूची में दर्ज नहीं हो पाया है।

SDM Shillai, Jaspal, has devised a new strategy to improve the female voter sex ratio in the Shillai Assembly constituency. Under this special campaign, 10 Booth Level Officers (BLOs) and 10 Anganwadi workers will report to the SDM office daily, starting June 18, with the survey registers from their respective centers. Notably, Anganwadi workers maintain updated half-yearly survey registers containing details—such as names and ages—of women and other beneficiaries in their areas. The SDM will personally review these registers to identify women over the age of 18 who do not yet possess a voter ID card. Subsequently, the concerned BLOs will be directed to fill out the necessary forms on the spot, ensuring that eligible women are registered in the electoral roll and issued voter ID cards. It is worth noting that the Shillai Assembly constituency previously had the lowest female voter sex ratio among all Assembly constituencies in the country; the ratio initially stood at just 801 female voters per 1,000 male voters. Upon learning of this situation, SDM Shillai initiated special efforts and succeeded in raising the ratio to 836 in record time. His efforts have been appreciated by the Election Commission of India, and he has also been honored by the State Election Department. SDM Shillai, Jaspal, states that his goal is to bring the female voter sex ratio of the Shillai Assembly constituency on par with the national average. He mentioned that while a special campaign had previously been conducted through BLOs, it did not yield the expected results. He then conceived the idea of ​​using Anganwadi workers’ survey registers to identify left-out female voters—a strategy that is now being effectively implemented. This innovative initiative is receiving widespread appreciation in the region. The SDM stated that the initiative undertaken to improve the female voter sex ratio would continue until the ratio in the Shillai Assembly constituency reaches a satisfactory level. He also appealed to the local residents to actively support this campaign and assist eligible women in their vicinity—whose names have not yet been registered—in obtaining their voter identity cards.
