राजपूत सभा जिला सिरमौर के अध्यक्ष, वरिष्ठ कांग्रेस नेता एवं समाजसेवी नरेश ठाकुर ने पांवटा साहिब जल शक्ति विभाग (पूर्व आईपीएच) के अंतर्गत आने वाले धारटीधार क्षेत्र को नोहराधार डिवीजन के अधीन किए जाने के निर्णय पर गहरा रोष व्यक्त किया है।उन्होंने कहा कि यह फैसला क्षेत्र की जनता की सुविधाओं और हितों के विरुद्ध है तथा इससे लोगों को अनावश्यक प्रशासनिक एवं आर्थिक परेशानियों का सामना करना पड़ रहा है। नरेश ठाकुर तथा धारटीधार क्षेत्र के लोगों ने संयुक्त रूप से सरकार से मांग की है कि इस निर्णय पर पुनर्विचार करते हुए क्षेत्र को नाहन डिवीजन अथवा पांवटा साहिब डिवीजन के अधीन रखा जाए। उन्होंने सुझाव दिया कि यदि जनहित में ददाहू में जल शक्ति विभाग का नया डिवीजन स्थापित किया जाता है तो वह भी क्षेत्र के लोगों के लिए अधिक सुविधाजनक और लाभकारी साबित होगा। उन्होंने कहा कि वर्तमान व्यवस्था के तहत धारटीधार क्षेत्र के लोगों को पानी से संबंधित कार्यों, बिलों, शिकायतों तथा अन्य विभागीय मामलों के लिए नोहराधार जाना पड़ता है। वहां तक पहुंचने के लिए लंबी दूरी तय करनी पड़ती है और रास्ते भी कठिन भौगोलिक परिस्थितियों वाले हैं। इससे लोगों का समय और धन दोनों व्यर्थ हो रहे हैं तथा आम जनता को भारी असुविधा का सामना करना पड़ रहा है। नरेश ठाकुर ने कहा कि धारटीधार क्षेत्र के अधिकांश गांव प्रशासनिक, सामाजिक एवं व्यापारिक दृष्टि से नाहन और पांवटा साहिब क्षेत्र से अधिक जुड़े हुए हैं। ऐसे में क्षेत्र को नोहराधार के अधीन रखना न तो व्यावहारिक है और न ही जनहित में है। उन्होंने कहा कि सरकार को जनता की सुविधा को सर्वोच्च प्राथमिकता देते हुए इस निर्णय को तत्काल प्रभाव से बदलना चाहिए। उन्होंने बताया कि इस विषय को लेकर स्थानीय लोगों, पंचायत प्रतिनिधियों, व्यापार मंडल, सामाजिक संगठनों तथा धारटीधार क्षेत्र की जनता द्वारा पूर्व में भी कई बार विरोध दर्ज करवाया जा चुका है। सरकार और प्रशासन को ज्ञापन सौंपकर इस निर्णय को वापस लेने की मांग भी की गई, लेकिन अभी तक कोई सकारात्मक कार्रवाई नहीं हुई है। नरेश ठाकुर ने चेतावनी देते हुए कहा कि यदि सरकार ने लोगों की समस्याओं और सुविधाओं को ध्यान में रखते हुए जल्द उचित निर्णय नहीं लिया, तो क्षेत्र की जनता को मजबूर होकर आंदोलनात्मक रास्ता अपनाना पड़ेगा। उन्होंने कहा कि धारटीधार क्षेत्र का इतिहास रहा है कि जब भी जनता की जायज मांगों की अनदेखी हुई है, लोगों ने एकजुट होकर अपनी आवाज बुलंद की है। पूर्व में भी क्षेत्र के लोगों ने सरकार की नीतियों के विरोध में बहिष्कार जैसे कड़े कदम उठाए थे। यदि इस बार भी जनता की मांगों को नजरअंदाज किया गया तो क्षेत्रवासी लोकतांत्रिक तरीके से बड़ा जनआंदोलन शुरू करने पर विचार करेंगे। इस अवसर पर नरेश ठाकुर ने हाल ही में निर्वाचित सभी पंचायत प्रधानों, उप-प्रधानों, बीडीसी सदस्यों तथा जिला परिषद सदस्यों को हार्दिक बधाई एवं शुभकामनाएं दीं। उन्होंने सभी जनप्रतिनिधियों से आग्रह किया कि वे क्षेत्र की इस महत्वपूर्ण जनसमस्या को प्राथमिकता के आधार पर सरकार और प्रशासन के समक्ष उठाएं तथा इसके स्थायी समाधान के लिए प्रभावी प्रयास करें। उन्होंने कहा कि जनप्रतिनिधियों का दायित्व केवल विकास कार्यों तक सीमित नहीं है, बल्कि जनता की रोजमर्रा की समस्याओं का समाधान सुनिश्चित करना भी उनकी जिम्मेदारी है। धारटीधार क्षेत्र के लोगों को राहत दिलाने के लिए सभी जनप्रतिनिधियों, सामाजिक संगठनों और आम नागरिकों को एकजुट होकर आवाज उठानी चाहिए।

Naresh Thakur, President of the Rajput Sabha (Sirmaur District), senior Congress leader, and social activist, has expressed deep resentment over the decision to place the Dhartidhar area—previously under the Paonta Sahib Jal Shakti Department (formerly IPH)—under the jurisdiction of the Nohradhar Division. He stated that this decision goes against the interests and convenience of the local population, subjecting them to unnecessary administrative and financial hardships. Naresh Thakur and the residents of the Dhartidhar area have jointly urged the government to reconsider this decision and place the area under either the Nahan Division or the Paonta Sahib Division. He suggested that establishing a new Jal Shakti Department division at Dadahu—in the public interest—would prove far more convenient and beneficial for the local people. He pointed out that under the current arrangement, residents of Dhartidhar must travel to Nohradhar for water-related tasks, bill payments, grievance redressal, and other departmental matters. Reaching Nohradhar involves covering long distances across difficult terrain. This results in a waste of both time and money, causing immense inconvenience to the general public.Naresh Thakur noted that most villages in the Dhartidhar area are more closely linked to Nahan and Paonta Sahib in terms of administration, social ties, and trade. Consequently, placing the area under Nohradhar is neither practical nor in the public interest. He asserted that the government should prioritize public convenience and reverse this decision with immediate effect. He mentioned that local residents, Panchayat representatives, trade associations, social organizations, and the general public of Dhartidhar have previously registered their opposition to this move. Demands to withdraw the decision have been made through memorandums submitted to the government and administration, yet no positive action has been taken so far. Naresh Thakur warned that if the government does not soon take an appropriate decision addressing the people’s problems and needs, the local residents will be compelled to resort to agitation. He noted that the Dhartidhar region has a history of the public uniting to raise their voices whenever their legitimate demands have been ignored; in the past, too, residents have taken strong measures, such as boycotts, to protest against government policies. If the public’s demands are disregarded this time as well, the residents will consider launching a major democratic mass movement. On this occasion, Naresh Thakur extended his heartfelt congratulations and best wishes to all the newly elected Panchayat Pradhans, Up-Pradhans, BDC members, and Zila Parishad members. He urged all public representatives to raise this critical public issue with the government and administration on a priority basis and to make effective efforts toward a permanent solution. He emphasized that the role of public representatives is not limited merely to development works; ensuring the resolution of the people’s day-to-day problems is also their responsibility. To bring relief to the people of the Dhartidhar region, all public representatives, social organizations, and ordinary citizens must unite and raise their voices.
