जिस पर बकायदा 15 मई 2026 की तारीख और नीचे रिटर्निंग अधिकारी के हस्ताक्षर मौजूद हैं। इस फाइनल लिस्ट में क्रम संख्या-2 पर प्रत्याशी दलीप कुमार का नाम साफ लिखा है और उन्हें बकायदा ‘तारा’ (Star) चुनाव चिन्ह आवंटित दिखाया गया है। हैरानी की बात यह है कि इस सरकारी दस्तावेज़ की जो डिजिटल तस्वीर सामने आई है, उसका टाइमस्टैम्प 15 मई 2026 शाम 4:47 बजे का है। अब यहाँ सबसे बड़ा सवाल यह उठता है कि यदि नियमों के मुताबिक नाम वापसी का समय दोपहर 3:00 बजे ही खत्म हो चुका था, और शाम पौने पांच बजे अधिकारी खुद अपने दस्तखत वाली लिस्ट में दलीप कुमार को फाइनल कैंडिडेट घोषित कर रहे थे, तो फिर ए.आर.ओ. ने पुलिस में यह शिकायत कैसे दे दी कि दोपहर 2:38 मिनट पर ही दलीप कुमार फॉर्म छीनकर भाग गए थे? इस पक्के सबूत के बाद अब चुनाव अधिकारी के दावों पर गंभीर सवाल खड़े हो गए हैं। दूसरी ओर, प्रत्याशी दलीप कुमार ने इन आरोपों को सिरे से खारिज करते हुए जिला निर्वाचन अधिकारी (DC सिरमौर) और राज्य चुनाव आयोग को शिकायत पत्र भेजकर न्याय की गुहार लगाई है। दलीप कुमार का कहना है कि “मुझ पर और मेरे प्रस्तावक पर विपक्षी उम्मीदवारों द्वारा निर्विरोध चुनाव करवाने के लिए मानसिक और राजनैतिक दबाव बनाया जा रहा था। इस पूरे घटनाक्रम के बाद खालाक्यार पंचायत के स्थानीय निवासियों ने चुनाव प्रक्रिया की निष्पक्षता पर आपत्ति जताई है। दलीप कुमार और उनके समर्थकों ने मांग की है कि मतदान केंद्र की CCTV फुटेज और व्हाट्सएप रिकॉर्ड की उच्च स्तरीय जांच की जाए, ताकि दूध का दूध और पानी का पानी हो सके। फिलहाल, रेणुका जी पुलिस के मुख्य आरक्षी सुरेंद्र दत्त मामले की जांच कर रहे हैं। चुनाव के ऐन वक्त पर हुए इस हाई-प्रोफाइल विवाद ने पूरे इलाके में सियासी पारा चढ़ा दिया है।

In this final list, the name of candidate Dalip Kumar is clearly listed at serial number 2, and he is officially shown as having been allotted the ‘Star’ election symbol. What is astonishing is that the digital image of this official document, which has now come to light, bears a timestamp of 4:47 PM on May 15, 2026. The biggest question that now arises is this: if, according to the rules, the deadline for the withdrawal of nominations had already expired at 3:00 PM, and if—at 4:45 PM—the officer himself was declaring Dalip Kumar a final candidate in a list bearing his own signature, then how could the ARO have filed a police complaint alleging that Dalip Kumar had snatched the nomination form and fled as early as 2:38 PM? In light of this concrete evidence, serious doubts have now been cast upon the claims made by the election official. On the other hand, candidate Dalip Kumar has categorically refuted these allegations and has appealed for justice by sending formal complaints to the District Election Officer (DC Sirmour) and the State Election Commission. Dalip Kumar asserts, “Immense mental and political pressure was being exerted upon me and my proposer by rival candidates in an attempt to force an unopposed election.” Following this entire sequence of events, local residents of Khalakyar Panchayat have raised objections regarding the impartiality of the election process.
