हिमाचल प्रदेश विधानसभा के बजट सत्र के दौरान प्रदेश में बढ़ते साइबर अपराधों को लेकर एक चौंकाने वाला खुलासा हुआ है। विधायक इंद्र दत्त लखनपाल द्वारा पूछे गए सवाल के जवाब में मुख्यमंत्री ने बताया कि पिछले तीन वर्षों में (31 जनवरी 2026 तक) प्रदेश के मासूम लोगों से डिजिटल फ्रॉड के जरिए कुल 1,50,19,71,939 रुपये (लगभग 150.20 करोड़ रुपये) की भारी-भरकम राशि लूटी गई है। साइबर ठगों ने राज्य के अलग-अलग जिलों में जाल बिछाकर सैकड़ों लोगों को अपनी ठगी का शिकार बनाया है। सरकारी आंकड़ों के मुताबिक, इस अवधि के दौरान प्रदेश में डिजिटल धोखाधड़ी के कुल 585 मामले दर्ज किए गए हैं। इन मामलों में पुलिस की कार्रवाई के दौरान अब तक 258 आरोपियों को गिरफ्तार किया जा चुका है। हालांकि, रिकवरी की दर अभी भी चिंताजनक है, क्योंकि लूटी गई 150 करोड़ रुपये की विशाल राशि में से पुलिस अब तक केवल 10,25,39,180 रुपये (लगभग 10.25 करोड़ रुपये) ही वसूल करने में कामयाब रही है। यह आंकड़ा बताता है कि डिजिटल अपराधों में पैसा वापस पाना अभी भी एक बड़ी चुनौती बना हुआ है।

रिपोर्ट में सबसे चौंकाने वाला तथ्य बैंक कर्मचारियों की भूमिका को लेकर है। सरकार ने आधिकारिक तौर पर स्वीकार किया है कि कई मामलों में बैंक अधिकारियों और कर्मचारियों की मिलीभगत या लापरवाही भी सामने आई है। साइबर ठग अक्सर बैंक खातों की गोपनीय जानकारी या सिस्टम की खामियों का फायदा उठाते हैं, जिसमें आंतरिक मिलीभगत से इनकार नहीं किया जा सकता। जांच के दौरान पाया गया कि ठगी के तार हिमाचल से बाहर राजस्थान, बिहार, हरियाणा और तमिलनाडु जैसे राज्यों से भी जुड़े हुए हैं। जिलों की स्थिति पर नजर डालें तो साइबर पुलिस स्टेशन शिमला के अधिकार क्षेत्र में सबसे अधिक 55.62 करोड़ रुपये की ठगी हुई है। इसके बाद मंडी साइबर थाने में 33.64 करोड़ और धर्मशाला साइबर थाने में 25.91 करोड़ रुपये की चपत लगी है। जिलों में कांगड़ा 59 मामलों के साथ शीर्ष पर है, जबकि बद्दी में 58 और सोलन में 41 मामले दर्ज किए गए हैं। सिरमौर जिले में भी 25 मामले दर्ज हुए हैं, जिनमें करोड़ों की राशि दांव पर लगी है। सरकार ने आश्वासन दिया है कि साइबर सेल को और आधुनिक बनाया जा रहा है ताकि अपराधियों पर नकेल कसी जा सके।

The most alarming finding in the report concerns the role of bank employees. The government has officially acknowledged that in many cases, complicity or negligence on the part of bank officials and employees has been revealed. Cyber ​​fraudsters often exploit confidential bank account information or system loopholes, and internal collusion cannot be ruled out. During the investigation, it was found that the frauds extend beyond Himachal Pradesh to states like Rajasthan, Bihar, Haryana, and Tamil Nadu.

A breakdown of the districts, the highest fraud of ₹55.62 crore occurred in the jurisdiction of the Cyber ​​Police Station, Shimla. This is followed by Mandi Cyber ​​Police Station, where fraudulent transactions totaled ₹33.64 crore, and Dharamshala Cyber ​​Police Station, where fraudulent transactions totaled ₹25.91 crore.
