हिमाचल प्रदेश में गुमशुदगी के मामलों में लगातार हो रही वृद्धि ने प्रशासन और पुलिस की कार्यप्रणाली पर सवाल खड़े कर दिए हैं। विधान सभा में बड़सर के विधायक इन्द्र दत्त लखनपाल द्वारा पूछे गए एक प्रश्न के उत्तर में सरकार ने स्वीकार किया है कि प्रदेश के कई जिलों में गुमशुदगी के मामलों में आंशिक बढ़ोतरी दर्ज की जा रही है। सरकारी रिपोर्ट के अनुसार, पिछले तीन वर्षों में 31 जनवरी 2026 तक प्रदेश भर में गुमशुदगी के कुल 1534 मामले दर्ज किए गए हैं । इनमें से 1267 मामलों में रिपोर्ट दर्ज हुई है, जबकि 107 मामले अभी भी अन्वेषणाधीन (जांच के दायरे में) हैं ।

प्रदेश के मध्यवर्ती और राजधानी क्षेत्र में स्थिति सबसे अधिक चिंताजनक है। मण्डी जिले में पिछले तीन वर्षों में सर्वाधिक 223 मामले दर्ज किए गए हैं, जिनमें से 23 मामलों में अभी भी जांच जारी है या व्यक्ति का पता नहीं चल पाया है । वहीं, राजधानी शिमला में 186 मामले सामने आए हैं, जिनमें से 10 लोग अब भी लापता हैं । ये आंकड़े बताते हैं कि शहरी और घनी आबादी वाले क्षेत्रों में गुमशुदगी की दर काफी ऊंची है। सिरमौर की बात करें, तो यहाँ कुल 121 मामले दर्ज किए गए हैं । राहत की बात यह है कि इनमें से अधिकांश (109 मामले) की रिपोर्ट खारिज या सुलझा ली गई है, लेकिन 10 मामले अभी भी न्यायालय में विचाराधीन हैं । कांगड़ा और ऊना जिलों में क्रमशः 136 और 103 मामले दर्ज हुए हैं । सीमावर्ती क्षेत्र होने के कारण यहाँ से लापता होने वाले व्यक्तियों की ट्रैकिंग पुलिस के लिए एक चुनौती बनी हुई है।
सोलन जिले के औद्योगिक हब बद्दी में 124 मामले दर्ज किए गए ।

यहाँ बाहरी राज्यों से आने वाले कामगारों की भारी संख्या और पंजाब से सीधा संपर्क होने के कारण 14 मामलों में अभी भी जांच (Investigation) चल रही है। सदन में यह सवाल भी उठा कि क्या राज्य में रहस्यमय तरीके से गायब हो रहे लोगों के पीछे कोई ‘मानव अंग तस्करी’ करने वाला संगठित गिरोह सक्रिय है । इस पर गृह विभाग (मुख्य मंत्री) ने स्पष्ट रूप से इनकार किया है । सरकार के अनुसार, प्रदेश में ऐसा कोई भी मामला या गिरोह पुलिस के संज्ञान में नहीं आया है । इसी कारण किसी भी मामले को सी०बी०आई० को सौंपने की आवश्यकता नहीं पड़ी है । रिपोर्ट के मुताबिक, गुमशुदगी के इन मामलों में से 143 मामले न्यायालय में प्रेषित किए गए हैं । हालांकि, सजा मिलने की दर अभी भी बहुत कम है; कुल मामलों में से अब तक केवल 4 मामलों में सजा हुई है, जबकि 135 मामले अभी भी विचाराधीन हैं ।

The steady increase in missing persons cases in Himachal Pradesh has raised questions about the administration and police performance. In response to a question posed by Badsar MLA Indra Dutt Lakhanpal in the Legislative Assembly, the government admitted that a partial increase in missing persons cases is being reported in several districts of the state. According to government reports, a total of 1,534 missing persons cases have been registered across the state in the last three years, as of January 31, 2026. Of these, 1,267 cases have been reported, while 107 are still under investigation.

The situation is most concerning in the central and capital regions of the state. Mandi district has recorded the highest number of cases in the last three years, with 223 cases still under investigation or the person remains untraced. Meanwhile, 186 cases have been reported in the capital Shimla, of which 10 people are still missing. These figures indicate a high rate of missing persons in urban and densely populated areas. Regarding Sirmaur, a total of 121 cases have been registered. It is a matter of relief that most of these (109 cases) have been dismissed or resolved, but 10 cases are still pending in court. Kangra and Una districts have registered 136 and 103 cases, respectively. Being a border area, tracking missing persons here remains a challenge for the police.

In Baddi, the industrial hub of Solan district, 124 cases were registered. Due to the large number of workers coming from outside states and direct links with Punjab, investigations are still underway in 14 cases. The House also raised the question of whether an organized gang involved in human organ trafficking is behind the mysterious disappearances in the state. The Home Department (Chief Minister) has categorically denied this. According to the government, no such case or gang has come to the attention of the police in the state. Therefore, there has been no need to hand over any case to the CBI. According to the report, 143 of these missing persons cases have been referred to court. However, the conviction rate remains very low; only 4 of the total cases have resulted in convictions so far, while 135 cases are still pending.
