आपदा प्रबंधन कार्यों में डुप्लीकेसी पर सख्ती: मुख्य सचिव आनंद बर्द्धन ने दिए पारदर्शिता व टिकाऊपन के निर्देश

राज्य में आपदा प्रबंधन कार्यों की रफ्तार और गुणवत्ता की समीक्षा के लिए मुख्य सचिव आनंद बर्द्धन की अध्यक्षता में राज्य कार्यकारिणी समिति की बैठक आयोजित की गई। बैठक में राज्य आपदा मोचक निधि (SDRF) और राज्य आपदा न्यूनीकरण निधि (SDMF) के अंतर्गत प्राप्त प्रस्तावों तथा वित्तीय एवं भौतिक प्रगति की विस्तृत समीक्षा की गई।

मुख्य सचिव ने स्पष्ट शब्दों में निर्देश दिए कि आपदा प्रबंधन के तहत विभागों को सीधे उपलब्ध कराए गए बजट और जिलाधिकारियों के माध्यम से जनपदों को आवंटित धनराशि के उपयोग में किसी प्रकार की दोहराव (डुप्लीकेसी) नहीं होनी चाहिए। उन्होंने संबंधित विभागाध्यक्षों और जिलाधिकारियों को निर्देशित किया कि चालू वित्तीय वर्ष में आवंटित बजट के समन्वित और पारदर्शी क्रियान्वयन का विस्तृत ब्यौरा प्रस्तुत करें।

उन्होंने यह भी कहा कि सुरक्षात्मक और मिटिगेशन कार्यों में केवल सिविल संरचनाओं तक सीमित न रहकर प्लांटेशन और ग्रीनरी आधारित सहायक कार्यों को भी अनिवार्य रूप से शामिल किया जाए, ताकि दीर्घकाल में प्राकृतिक सुरक्षा तंत्र स्वतः विकसित हो सके।

बैठक के दौरान सिंचाई विभाग, पेयजल निगम, लोक निर्माण विभाग और वन विभाग सहित विभिन्न कार्यदायी संस्थाओं से किए जा रहे कार्यों की गुणवत्ता और टिकाऊ अवधि पर जानकारी ली गई। सिंचाई विभाग ने अवगत कराया कि आपदा प्रबंधन के अंतर्गत कराए जा रहे सुरक्षा कार्यों की औसत टिकाऊ अवधि लगभग 25 वर्ष है। इस पर मुख्य सचिव ने निर्देश दिए कि सभी कार्य निर्धारित न्यूनतम अवधि तक मजबूती से टिके रहें, इसके लिए निर्माण मानकों और पारदर्शिता का कड़ाई से पालन सुनिश्चित किया जाए।

मुख्य सचिव ने चालू वर्ष में पूर्ण एवं प्रगति पर चल रहे सुरक्षात्मक कार्यों की समीक्षा करते हुए भविष्य की परियोजनाओं से संबंधित प्रस्तावों का भी अवलोकन किया।बैठक में सचिव विनोद कुमार सुमन, युगल किशोर पंत, एस. ए. अदन्नकी, अपर सचिव विनीत कुमार, नवनीत पांडेय सहित विभिन्न विभागों के वरिष्ठ अधिकारी उपस्थित रहे।

Strict Action Against Duplication in Disaster Management Works: Chief Secretary Anand Bardhan Stresses Transparency and Durability

A बैठक of the State Executive Committee was held under the chairmanship of Chief Secretary Anand Bardhan to review the pace and quality of disaster management works in the state. The meeting included a detailed assessment of proposals received under the State Disaster Response Fund (SDRF) and the State Disaster Mitigation Fund (SDMF), along with their financial and physical progress.

The Chief Secretary issued clear instructions that there must be no duplication in the utilization of funds provided directly to departments and those allocated to districts through District Magistrates under disaster management. He directed department heads and district officials to submit a detailed report on the coordinated and transparent implementation of the budget allocated during the current financial year.

He further emphasized that disaster mitigation and protective works should not be limited to civil structures alone, but must also mandatorily include plantation and greenery-supporting activities to help develop a sustainable natural protection system over time.

During the meeting, information was sought from the Irrigation Department, Drinking Water Corporation, Public Works Department, Forest Department, and other executing agencies regarding the durability and quality of protective works being undertaken. The Irrigation Department informed that the average durability of protection works carried out under disaster management is approximately 25 years. The Chief Secretary directed that all such works must meet minimum durability standards and be executed with strict adherence to construction norms and transparency.

He also reviewed the protective works completed and underway during the current year and examined proposals related to upcoming mitigation projects.

The meeting was attended by Secretary Vinod Kumar Suman, Yugal Kishore Pant, S.A. Adannki, Additional Secretary Vineet Kumar, Navneet Pandey, and other senior officials from various departments.
