प्रतिबंधित जमीन की फर्जी रजिस्ट्री का भंडाफोड़: डीएम सविन बंसल सख्त, क्रेता-विक्रेता पर एफआईआर

देहरादून में न्यायालय द्वारा प्रतिबंधित भूमि की खरीद-फरोख्त का बड़ा फर्जीवाड़ा उजागर हुआ है। मामले में जिलाधिकारी **सविन बंसल** ने कड़ा रुख अपनाते हुए क्रेता और विक्रेता के खिलाफ थाना शहर कोतवाली में संगीन धाराओं में मुकदमा दर्ज कराने के निर्देश दिए हैं।

प्राथमिक जांच में सामने आया है कि मौजा आमवाला तरला स्थित खसरा संख्या 94ख, 134, 135 एवं 136 की भूमि, जिस पर माननीय न्यायालय द्वारा पूर्व से ही क्रय-विक्रय पर रोक लगी थी, उसे कथित रूप से कूटरचित दस्तावेजों के आधार पर पंजीकृत करा दिया गया। शिकायतकर्ता ने विलेख संख्या 8614/2025 एवं 8615/2025 को चुनौती देते हुए आपत्ति दर्ज कराई थी।

जांच में यह तथ्य भी सामने आया कि संबंधित भूमि PACL Ltd(पर्ल्स एग्रो टेक कॉर्पोरेशन लिमिटेड) से जुड़ी प्रतिबंधित श्रेणी में आती है। इसके बावजूद भूमि का वास्तविक विवरण छिपाकर रजिस्ट्री कराए जाने की बात उजागर हुई है। सूत्रों के अनुसार विवादित जमीन का संबंध कथित तौर पर Golden Forests India Limitedकी परिसंपत्तियों से भी बताया जा रहा है, जिन पर पहले से विभिन्न स्तरों पर प्रतिबंध लागू हैं।

जिलाधिकारी के निर्देश पर रजिस्ट्रार देहरादून और उप जिलाधिकारी सदर को संबंधित विलेखों की दोबारा गहन जांच के आदेश दिए गए हैं। साथ ही यदि इन दस्तावेजों के आधार पर दाखिल-खारिज की कार्रवाई हुई है तो उसे तत्काल प्रभाव से निरस्त करने के निर्देश भी दिए गए हैं।

रजिस्ट्रेशन अधिनियम, 1908 की धारा 83 के तहत कूट रचना कर पंजीकरण कराने के आरोप में थाना शहर कोतवाली में प्राथमिकी दर्ज कर ली गई है। मामले की गंभीरता को देखते हुए सब-रजिस्ट्रार कार्यालय देहरादून की भूमिका भी जांच के दायरे में है। प्रशासनिक स्तर पर सख्त कार्रवाई की संभावना जताई जा रही है।

डीएम सविन बंसल ने स्पष्ट संदेश दिया है कि न्यायालय के आदेशों की अनदेखी और फर्जी दस्तावेजों के सहारे भूमि लेन-देन किसी भी सूरत में बर्दाश्त नहीं किया जाएगा। दोषियों के खिलाफ कठोर कानूनी कार्रवाई सुनिश्चित की जाएगी।

Exposé of Fraudulent Registry of Restricted Land: DM Savin Bansal Cracks Down, FIR Lodged Against Buyer and Seller

A major land fraud involving the sale and purchase of court-restricted property has come to light in Dehradun. Taking serious cognizance of the matter, District Magistrate Savin Bansal has directed that an FIR be registered against both the buyer and the seller under stringent legal provisions at Kotwali Police Station.

Preliminary investigation revealed that land located at Mauja Aamwala Tarla, bearing Khasra Nos. 94Kha, 134, 135, and 136—on which the Hon’ble Court had already imposed a ban on sale and purchase—was allegedly registered using forged documents. The complainant had raised objections to Sale Deed Nos. 8614/2025 and 8615/2025.

The inquiry further found that the land falls under the restricted category linked to PACL Ltd (Pearls Agro Tech Corporation Limited). Despite this, the actual status of the land was allegedly concealed to facilitate registration. Sources also indicate that the disputed property is reportedly connected to assets of Golden Forests India Limited, which are already under various levels of restriction.

On the directions of the District Magistrate, the Registrar Dehradun and the Sub-Divisional Magistrate (Sadar) have been instructed to conduct a fresh and detailed examination of the concerned sale deeds. If any mutation orders have been issued based on these documents, they have been ordered to be revoked with immediate effect.

An FIR has been registered at Kotwali Police Station under Section 83 of the Registration Act, 1908, for allegedly securing registration through forgery. Considering the gravity of the case, the role of the Sub-Registrar Office, Dehradun, is also under scrutiny, and strict administrative action is likely.

DM Savin Bansal has made it clear that violation of court orders and land transactions based on forged documents will not be tolerated under any circumstances, and stringent legal action will be ensured against those found guilty.
