राष्ट्रीय मानवाधिकार आयोग (एनएचआरसी) के विशेष निगरानीकर्ता बालकृष्ण गोयल ने आज अपने सिरमौर प्रवास के दौरान कैदियों के मानवाधिकारों की स्थिति का जायजा लेने के लिए आदर्श केंद्रीय कारागार नाहन का निरीक्षण किया। निरीक्षण के दौरान उन्होंने कहा कि राष्ट्रीय मानवाधिकार आयोग एक स्वायत्त वैधानिक संस्था है, जिसका मुख्य उद्देश्य मानवाधिकार उल्लंघनों की जांच करना, सुधार गृहों का निरीक्षण करना तथा मानवाधिकारों के प्रति जागरूकता बढ़ाना है। उन्होंने कहा कि आयोग देश में मानवाधिकारों का प्रहरी है और अपराधों की रोकथाम के लिए पुलिस प्रशासन के साथ समन्वय बनाकर कार्य करता है।बालकृष्ण गोयल ने बताया कि आयोग की सोच है कि केंद्र व राज्य सरकार की योजनाओं का क्रियान्वयन सुचारू रूप से हो तथा सभी विभाग मानवाधिकारों के पालन को सुनिश्चित करें।

उन्होंने कहा कि विशेष निगरानीकर्ता जमीनी स्तर पर जाकर नागरिकों को उपलब्ध करवाई जा रही सुविधाओं का वास्तविक आकलन करते हैं।निरीक्षण के दौरान उन्होंने कारागार में उपलब्ध चिकित्सा सुविधाओं को और सुदृढ़ करने, बिस्तरों की क्षमता बढ़ाने तथा कैदियों को बेहतर स्वास्थ्य सेवाएं कारागार के भीतर ही उपलब्ध कराने के निर्देश दिए। इसके साथ ही वीडियो कॉन्फ्रेंसिंग की सुविधा को भी मजबूत करने पर जोर दिया। इससे पूर्व एनएचआरसी के विशेष निगरानीकर्ता ने पच्छाद क्षेत्र के नाली चंदोग स्थित आंगनबाड़ी केंद्र का निरीक्षण कर वहां उपलब्ध सुविधाओं पर संतोष व्यक्त किया। इसके उपरांत नाल स्थित आदर्श बाल निकेतन का निरीक्षण करते हुए उन्होंने निकेतन स्टाफ के पुलिस चरित्र सत्यापन, एंटी रेबीज वैक्सीन की उपलब्धता सुनिश्चित करने तथा सुरक्षा दीवार के निर्माण के निर्देश दिए।

National Human Rights Commission (NHRC) Special Monitor Balkrishna Goyal today inspected the Adarsh Central Jail in Nahan during his visit to Sirmaur district to assess the human rights situation of the prisoners. During the inspection, he stated that the National Human Rights Commission is an autonomous statutory body whose main objective is to investigate human rights violations, inspect correctional facilities, and raise awareness about human rights. He added that the Commission acts as a guardian of human rights in the country and works in coordination with the police administration to prevent crimes. Balkrishna Goyal further stated that the Commission believes that the schemes of the central and state governments should be implemented smoothly and that all departments should ensure compliance with human rights.

He said that special monitors visit the ground level to conduct a real assessment of the facilities being provided to citizens. During the inspection, he directed that the medical facilities available in the prison be further strengthened, the bed capacity increased, and better healthcare services be provided to the prisoners within the prison itself. He also emphasized strengthening the video conferencing facility. Earlier, the special monitor of the NHRC inspected the Anganwadi center at Nali Chandog in the Pachhad area and expressed satisfaction with the facilities available there. Subsequently, while inspecting the Adarsh Bal Niketan in Nal, he directed that the police verification of the Niketan staff’s character be ensured, the availability of anti-rabies vaccine be confirmed, and a boundary wall be constructed.
