नगर परिषद पांवटा साहिब की अध्यक्षा निर्मल कौर सहित आधा दर्जन से अधिक पार्षदों ने नगर परिषद की कार्यकारी अधिकारी (ईओ) के खिलाफ मोर्चा खोल दिया है। पार्षदों ने ईओ पर बिना सूचना दिए छुट्टी पर चले जाने और नगर परिषद के कार्यों को बाधित करने के आरोप लगाते हुए एसडीएम पांवटा साहिब को ज्ञापन सौंपा है। इस संबंध में जानकारी देते हुए नगर परिषद अध्यक्षा निर्मल कौर ने कहा कि ईओ बिना बताए छुट्टी पर चली जाती हैं, जिससे विकास कार्यों के साथ-साथ नगर परिषद की मासिक बैठकों पर भी असर पड़ रहा है। उन्होंने आरोप लगाया कि कार्यकारी अधिकारी के पदभार संभालने के बाद से नियमानुसार आयोजित होने वाली मंथली मीटिंग्स नहीं हो पा रही हैं, जिससे पांवटा साहिब के विकास कार्य ठप हो गए हैं। उन्होंने कहा कि ईओ का कार्य-व्यवहार नियमों के विरुद्ध है।

इस मौके पर उपाध्यक्ष ओपी कटारिया, पार्षद दीपक मल्हंस, दीपा शर्मा, मीनू गुप्ता, ममता सैनी, राजेंद्र सिंह, मधुकर डोगरी सहित अन्य पार्षद मौजूद रहे। सभी ने एसडीएम गुंजीत चीमा को मामले की जांच कर उचित कार्रवाई करने तथा नगर परिषद की बैठकों के आयोजन के लिए समाधान निकालने की मांग की। वहीं, नगर परिषद पांवटा साहिब की ईओ मनचल बाला ने इन आरोपों को सिरे से खारिज किया है। उन्होंने स्पष्ट किया कि वह सरकारी नियमों के तहत निर्धारित प्रक्रिया का पालन करते हुए ही अवकाश पर गई थीं और छुट्टी के लिए पार्षदों से अनुमति लेने का कोई प्रावधान नहीं है।

पार्षदों द्वारा कार्य न होने के आरोपों पर ईओ ने कहा कि नगर परिषद पर लगभग 5 करोड़ रुपये की देनदारी है, जो पूर्व में विभिन्न वार्डों में कराए गए कार्यों की है, जबकि भुगतान अब तक नहीं हो पाया है। उन्होंने बताया कि नगर परिषद का मासिक नियमित खर्च करीब 80 लाख रुपये है, जबकि परिषद के पास पर्याप्त फंड उपलब्ध नहीं है। ऐसे में नए कार्य करवाना संभव नहीं है। ईओ ने यह भी आरोप लगाया कि कुछ पार्षदों द्वारा लगभग 80 लाख रुपये के कार्य बिना टेंडर प्रक्रिया के करवाए गए हैं और वे आगे भी इसी तरह नियमों को दरकिनार कर काम करवाना चाहते हैं, जिसे वह स्वीकार नहीं कर सकतीं। उन्होंने स्पष्ट कहा कि सभी विकास कार्य नियमों और कानूनी प्रक्रिया के तहत ही होंगे। फिलहाल, मामला प्रशासन के संज्ञान में है और एसडीएम स्तर पर जांच के बाद ही स्थिति स्पष्ट होने की उम्मीद है।

The chairperson of the Paonta Sahib Municipal Council, Nirmal Kaur, along with more than half a dozen councilors, has launched a protest against the Municipal Council’s Executive Officer (EO). The councilors have submitted a memorandum to the Sub-Divisional Magistrate (SDM) of Paonta Sahib, accusing the EO of going on leave without prior notice and disrupting the work of the Municipal Council. Providing details on the matter, Municipal Council Chairperson Nirmal Kaur said that the EO frequently goes on leave without informing anyone, which is affecting development work as well as the monthly meetings of the Municipal Council. She alleged that since the Executive Officer assumed office, the monthly meetings, which are supposed to be held regularly, have not been taking place, bringing development work in Paonta Sahib to a standstill. She stated that the EO’s conduct is against the rules.

On this occasion, Vice Chairman OP Kataria, councilors Deepak Malhans, Deepa Sharma, Meenu Gupta, Mamta Saini, Rajendra Singh, Madhukar Dogri, and other councilors were present. They all demanded that SDM Gunjit Cheema investigate the matter and take appropriate action, and also find a solution for holding the municipal council meetings. Meanwhile, the Executive Officer of Paonta Sahib Municipal Council, Manchal Bala, completely denied these allegations. She clarified that she had gone on leave following the prescribed procedure under government rules and that there is no provision for seeking permission from the councilors for leave.

Responding to allegations from councilors regarding the lack of development work, the Executive Officer (EO) stated that the municipal council has outstanding liabilities of approximately ₹5 crore for work previously carried out in various wards, for which payment has not yet been made. She explained that the council’s monthly recurring expenses are around ₹80 lakh, while the council does not have sufficient funds available. Therefore, undertaking new projects is not possible. The EO also alleged that some councilors have commissioned work worth approximately ₹80 lakh without following the proper tender process and that they want to continue bypassing the rules in this manner, which she cannot accept. She clearly stated that all development work will be carried out strictly according to rules and legal procedures. Currently, the matter is under the administration’s consideration, and the situation is expected to become clearer after an investigation at the Sub-Divisional Magistrate (SDM) level.
