मोबाइल ऐप से हो रही वाहनों की पासिंग: कार्यालयों की भागदौड़ से मिली राहत

हिमाचल प्रदेश में वाहनों की पासिंग प्रक्रिया अब पूरी तरह आधुनिक और डिजिटल हो गई है। प्रदेश के परिवहन विभाग ने सभी आरटीओ कार्यालयों के माध्यम से मोबाइल ऐप आधारित वाहन पासिंग व्यवस्था शुरू कर दी है। यह पहली बार है जब वाहनों की पासिंग के लिए मोबाइल ऐप और ऑनलाइन तकनीक का उपयोग किया जा रहा है, जिससे वाहन मालिकों को आरटीओ कार्यालयों के बार-बार चक्कर नहीं काटने पड़ रहे हैं। परिवहन विभाग द्वारा तैयार की गई यह मोबाइल ऐप केवल पासिंग स्थल के 500 मीटर के दायरे में ही काम करती है। यदि मोबाइल इस सीमा से बाहर जाता है तो ऐप स्वतः बंद हो जाती है। इससे विभाग एमवीआई (मोटर व्हीकल इंस्पेक्टर) की लाइव लोकेशन को भी ट्रैक कर रहा है और पूरी प्रक्रिया पारदर्शी बनी हुई है।

पहले वाहन पासिंग के लिए ऑनलाइन आवेदन के बाद फाइल तैयार कर मौके पर एमवीआई के हस्ताक्षर करवाने पड़ते थे और फिर आरटीओ कार्यालय जाकर अंतिम स्वीकृति लेनी होती थी। नई व्यवस्था के तहत एमवीआई मोबाइल ऐप के माध्यम से मौके पर ही वाहन का पूरा निरीक्षण करता है, फोटो सहित सभी जानकारियां ऑनलाइन अपलोड करता है। यह जानकारी सीधे आरटीओ कार्यालय तक पहुंच जाती है, जहां से तुरंत अप्रूवल मिल जाता है। इस नई प्रणाली से वाहन मालिकों का समय और धन दोनों की बचत हो रही है, वहीं कार्यालय कर्मचारियों पर काम का बोझ भी कम हुआ है। फिलहाल यह व्यवस्था आरटीओ कार्यालयों के माध्यम से होने वाली वाहन पासिंग के लिए लागू की गई है। एसडीएम कार्यालय स्तर पर भी इसे जल्द शुरू करने की योजना पर विभाग काम कर रहा है। आरटीओ मंडी नवीन शर्मा ने बताया कि नई तकनीक से वाहनों की पासिंग पूरी पारदर्शिता के साथ हो रही है और आम जनता को इसका सीधा लाभ मिल रहा है।

The vehicle inspection process in Himachal Pradesh has now become completely modern and digital. The state’s transport department has launched a mobile app-based vehicle inspection system through all RTO offices. This is the first time that a mobile app and online technology are being used for vehicle inspections, saving vehicle owners from having to make repeated trips to RTO offices. The mobile app developed by the transport department works only within a 500-meter radius of the inspection site. If the mobile device moves outside this range, the app automatically shuts down. This also allows the department to track the live location of the Motor Vehicle Inspector (MVI), ensuring complete transparency in the process.

Previously, after applying online for vehicle passing, applicants had to prepare a file, get it signed by the Motor Vehicle Inspector (MVI) on-site, and then visit the RTO office for final approval. Under the new system, the MVI conducts a complete inspection of the vehicle on-site using a mobile app, uploading all the information, including photos, online. This information is directly transmitted to the RTO office, where approval is granted immediately. This new system saves both time and money for vehicle owners, while also reducing the workload on office staff. Currently, this system has been implemented for vehicle passing procedures conducted through RTO offices. The department is also working on a plan to launch this service at the Sub-Divisional Magistrate (SDM) office level soon. RTO Mandi Naveen Sharma said that with the new technology, vehicle inspections are being conducted with complete transparency, and the general public is directly benefiting from it.
