पांवटा साहिब में प्राकृतिक आपदा से हुए भारी नुकसान को लेकर हिमाचल प्रदेश विधानसभा का माहौल गुरुवार को गर्मा गया। पांवटा साहिब के विधायक सुखराम चौधरी ने राहत और पुनर्वास कार्यों में हो रही देरी पर सरकार को कठघरे में खड़ा करते हुए तीखी आपत्ति दर्ज कराई। उन्होंने कहा कि जनता संकट में है और सरकार बयानबाज़ी तक सीमित है, जो असहनीय है। विधायक ने बताया कि 1 सितंबर को फूलपुर पंचायत के बागरण गांव में आई आपदा ने 25 परिवारों को बुरी तरह प्रभावित किया था। प्रशासन ने तत्काल परिवारों को स्थानांतरित कर किराया देने का वादा किया, लेकिन तीन महीने बीतने के बाद भी किसी को राहत राशि नहीं मिली।

उन्होंने आरोप लगाया कि राहत कागजों में दिखाई जा रही है, जबकि जमीन पर लोग अब भी बेघर और बेआसरा हैं। सुखराम चौधरी ने सदन में बताया कि घटना के बाद उन्होंने व्यक्तिगत स्तर पर 40 परिवारों को तत्काल राशन उपलब्ध करवाया और 15 दिन बाद दोबारा सहायता पहुंचाई। पशुओं को बचाने के लिए टीन शेड भिजवाए, लेकिन बरसात के दौरान 20–25 पशु सड़कों पर बेसहारा घूमते रहे। उन्होंने आरोप लगाया कि सरकार ने एक बार भी मौके पर ध्यान नहीं दिया। चौधरी ने कहा कि प्रभावित क्षेत्र का लगभग डेढ़ किलोमीटर हिस्सा खतरे की जद में है। कई मकान “हवा में लटके” हुए हैं।

उन्होंने चेतावनी दी कि समय रहते कार्रवाई न होने पर अगली बरसात में पूरा गांव नक्शे से मिट सकता है। पूर्व में पूछे गए प्रश्न के जवाब का हवाला देते हुए उन्होंने बताया कि क्षेत्र में 16 सिंचाई और 78 पेयजल योजनाएं क्षतिग्रस्त हैं। उन्होंने कहा कि 1978 में बागरण के पास जल शक्ति विभाग की बड़ी योजना बह चुकी थी और अब फिर से लगभग 100 करोड़ की लागत वाली योजना नष्ट हो गई है। चौधरी ने सरकार से राहत और मुआवजे की प्रक्रिया में तेजी लाने की मांग की। उन्होंने कहा कि पांवटा साहिब की जनता की आवाज़ को न पहले दबने दिया है और न ही आगे दबने देंगे। यदि राहत कार्यों में देरी जारी रही तो सदन में और भी कड़ा जवाब दिया जाएगा।

The Himachal Pradesh Assembly witnessed heated discussions on Thursday regarding the extensive damage caused by the natural disaster in Paonta Sahib. Paonta Sahib MLA Sukhram Chaudhary sharply criticized the government for delays in relief and rehabilitation efforts. He stated that the people are in distress, and the government is only offering empty promises, which is unacceptable. The MLA explained that the disaster that struck Bagran village in Phulpur Panchayat on September 1st severely affected 25 families. The administration had promised to immediately relocate the families and provide them with rental assistance, but three months later, no one has received any relief funds.

He alleged that relief was only being shown on paper, while people on the ground were still homeless and destitute. Sukhram Chaudhary informed the House that after the incident, he personally provided immediate rations to 40 families and delivered assistance again 15 days later. He arranged for tin sheds to be sent to protect the animals, but 20-25 animals continued to roam helplessly on the roads during the rains. He alleged that the government did not pay any attention to the situation on the ground. Chaudhary said that approximately one and a half kilometers of the affected area is under threat, and several houses are “hanging precariously.”

He warned that if timely action is not taken, the entire village could be wiped off the map in the next monsoon season. Referring to a reply given to a previous question, he stated that 16 irrigation and 78 drinking water schemes in the area have been damaged. He said that a major project of the Water Resources Department near Bagran was washed away in 1978, and now another project costing approximately 100 crore rupees has been destroyed. Chaudhary demanded that the government expedite the relief and compensation process. He said that he has never allowed and will never allow the voice of the people of Paonta Sahib to be suppressed. If the delays in relief work continue, an even stronger response will be given in the assembly.
