सिरमौर जिले के पांवटा साहिब पुलिस प्रशासन में बड़ा कानूनी और प्रशासनिक गतिरोध पैदा हो गया है। हाल ही में राज्य सरकार द्वारा स्थानांतरित किए गए डीएसपी पांवटा मानवेंद्र ठाकुर को हिमाचल प्रदेश हाई कोर्ट से बड़ी राहत मिली है, जिसके तहत कोर्ट ने उनके तबादला आदेशों पर स्थगन आदेश (Stay Order) जारी कर दिया है। इस न्यायिक हस्तक्षेप के कारण, सरकार द्वारा पांवटा साहिब भेजे गए नए डीएसपी विजय रघुवंशी की ज्वाइनिंग पर फिलहाल ब्रेक लग गई है।पुलिस विभाग के विश्वसनीय सूत्रों के अनुसार, डीएसपी मानवेन्द्र ठाकुर ने अपने तबादले के विरुद्ध हाई कोर्ट में याचिका दायर की थी। उनकी याचिका का मुख्य आधार ‘शॉर्ट स्टे’ रहा। सूत्रों ने बताया कि सरकार द्वारा डीएसपी ठाकुर का तबादला बार-बार समय अवधि से पहले ही किया गया था।

पिछले रिकॉर्ड के अनुसार, सरकार ने पूर्व में डीएसपी मानवेन्द्र ठाकुर के चार बार तबादले किए थे, लेकिन हर बार उन्हें एक साल की अवधि पूरी होने से पहले ही अगले स्टेशन पर स्थानांतरित कर दिया गया। इसी ‘शॉर्ट स्टे’ के पैटर्न को आधार बनाकर डीएसपी ठाकुर ने हाई कोर्ट में न्याय की गुहार लगाई थी। डीएसपी मानवेन्द्र ठाकुर की याचिका पर सुनवाई करते हुए हाई कोर्ट ने अंतरिम राहत प्रदान करते हुए तबादला आदेशों पर रोक लगा दी है। अब कोर्ट इस मामले में अगली सुनवाई 21 नवम्बर को करेगा। कोर्ट के अंतिम फैसले तक, पांवटा साहिब के डीएसपी पद की स्थिति और नए डीएसपी विजय रघुवंशी की तैनाती अनिश्चित बनी रहेगी।एसपी सिरमौर ने मामले की पुष्टि करते हुए कहा कि डीएसपी मानवेंद्र ठाकुर को कोर्ट से तबादला मामले में स्टे मिला है। इस स्टे ऑर्डर के बाद डीएसपी विजय रघुवंशी, जिन्होंने हाल ही में कार्यभार संभाला था, उनकी तैनाती पर ब्रेक लग गयी है।  नेगी ने कहा कि तबादला मामले में कोर्ट का फैसले अनुसार आगामी कार्रवाई अमल में ली जाएगी।

A major legal and administrative impasse has arisen within the Paonta Sahib police administration of Sirmaur district. DSP Paonta Manvendra Thakur, who was recently transferred by the state government, has received significant relief from the Himachal Pradesh High Court, which has issued a stay order on his transfer orders. Due to this judicial intervention, the joining of the new DSP Vijay Raghuvanshi, who was sent to Paonta Sahib by the government, has been put on hold. According to reliable sources in the police department, DSP Manvendra Thakur had filed a petition in the High Court challenging his transfer. The main basis for his petition was a “short stay.” Sources stated that DSP Thakur had been repeatedly transferred before the stipulated time period by the government.

According to past records, the government had previously transferred DSP Manvendra Thakur four times, but each time he was transferred to the next station before completing his one-year term. Based on this pattern of “short stays,” DSP Thakur appealed to the High Court for justice. Hearing DSP Manvendra Thakur’s petition, the High Court granted interim relief and stayed the transfer orders. The court will next hear the case on November 21st. Pending the court’s final decision, the status of the Paonta Sahib DSP post and the posting of the new DSP, Vijay Raghuvanshi, remain uncertain. SP Sirmaur confirmed the matter, stating that DSP Manvendra Thakur has received a stay from the court in his transfer case. Following this stay order, the posting of DSP Vijay Raghuvanshi, who recently assumed charge, has been halted. Negi stated that further action will be taken in accordance with the court’s decision.
