हिमाचल प्रदेश में मानसून खत्म होने के बाद भी इस बार सेब सीजन अव्यवस्थित ही रहा। एक ओर जहां बाजार में सेब के दामों में भारी गिरावट आई, वहीं हिमाचल बागवानी उत्पाद विपणन एवं प्रसंस्करण निगम (HPMC) द्वारा किसानों से खरीदा गया हजारों टन सेब खरीद केंद्रों और सड़कों के किनारे सड़ता हुआ दिखाई दे रहा है। सेब की इस दुर्दशा का मुख्य कारण ट्रांसपोर्टेशन व्यवस्था का ठप्प होना और एचपीएमसी द्वारा समय पर नीलामी प्रक्रिया पूरी न कर पाना बताया जा रहा है। भाजपा प्रवक्ता व बागवान चेतन बरागटा ने एचपीएमसी पर कुप्रबंधन का आरोप लगाते हुए कहा कि सड़कों पर पड़ा सेब बागवानों का है और यदि इसे समय पर नीलाम या प्रसंस्कृत नहीं किया गया तो आने वाले समय में बागवानों को पेमेंट भी नहीं मिल पाएगी।

उन्होंने कहा कि एचपीएमसी पिछले वर्ष खरीदे गए सेब का भुगतान भी अब तक किसानों को नहीं कर पाया है। ऐसे में इस वर्ष सड़कों पर सड़ रहा सेब सरकार के लिए बड़े राजस्व घाटे का कारण बन रहा है। भाजपा प्रवक्ता ने कहा कि समय पर एचपीएमसी खरीद केंद्र न खुलने, नीलामी में देरी और ट्रांसपोर्टेशन में अव्यवस्था के कारण बागवानों को मजबूरन खुले बाजारों में सी-ग्रेड सेब भेजना पड़ा। इस वजह से इस साल अच्छे सेब के दामों में भी भारी गिरावट रही और बागवानों को उनकी गुणवत्तापूर्ण फसल का उचित मूल्य नहीं मिल पाया। अब तक एचपीएमसी प्रदेशभर में करीब 40 हजार मीट्रिक टन सेब खरीद चुका है। इनमें से लगभग 25 हजार मीट्रिक टन सेब का प्रसंस्करण निगम के प्रोसेसिंग प्लांट्स में होना था, जबकि शेष सेब को नीलामी के माध्यम से बेचा जाना है।

Even after the monsoon ended in Himachal Pradesh, the apple season remained chaotic. While apple prices plummeted in the market, thousands of tons of apples purchased from farmers by the Himachal Horticulture Produce Marketing and Processing Corporation (HPMC) were found rotting at procurement centers and roadsides. The main reasons for this plight of apples are said to be the disruption of the transportation system and the HPMC’s inability to complete the auction process on time. BJP spokesperson and orchardist Chetan Baragta accused the HPMC of mismanagement, stating that the apples lying on the roads belong to the orchardists, and if they are not auctioned or processed on time, the orchardists will not receive payment in the future.

He said that the HPMC has not yet paid farmers for the apples purchased last year. Consequently, the apples rotting on the roads this year are causing a significant revenue loss for the government. The BJP spokesperson added that due to the failure of HPMC procurement centers to open on time, delayed auctions, and transportation disruptions, orchardists were forced to send C-grade apples to the open market. Consequently, the prices of even good apples fell sharply this year, and orchardists were unable to receive a fair price for their quality produce. So far, the HPMC has procured approximately 40,000 metric tons of apples across the state. Of this, approximately 25,000 metric tons were to be processed in the corporation’s processing plants, while the remaining apples were to be sold through auction.
