हिमाचल प्रदेश के ग्रामीण क्षेत्रों में नक्शे के तहत भवनों के निर्माण का मामला फिर कैबिनेट की बैठक में जाएगा। लोगों को कोई दिक्कत न आए, इसके चलते कैबिनेट में इस मामले में विस्तृत चर्चा होगी। नदी-नालों के किनारे किसी को भवन निर्माण की मंजूरी नहीं दी जाएगी, जबकि ग्रामीण क्षेत्रों में भी भवन निर्माण को लेकर नक्शे बनाने की शक्तियां सर्वेयर या फिर किसी एजेंसी को दी जाएंगी। ग्रामीण क्षेत्रों में भवन निर्माण के लिए छूट रहेगी। अगर कोई व्यक्ति गांव में जमीन खरीदकर भवन या फिर व्यावसायिक गतिविधि चलाता है तो उसे नियमों के तहत ही भवनों का निर्माण करना होगा।

पंचायतों में 500 वर्ग मीटर से कम प्लॉट पर मकान बनाने के लिए नियम सरल होंगे। उल्लेखनीय है कि हिमाचल प्रदेश में प्राकृतिक आपदा के चलते सरकार ने यह फैसला लिया है। आपदा ने भारी तबाही मचाई है। नदी-नालों के किनारे भवनों को भारी नुकसान हुआ है। कई लोगों की जान गई है। पिछली कैबिनेट बैठक में इस मामले को लाया गया, लेकिन विस्तारपूर्वक चर्चा नहीं हो पाई है। ग्रामीण विकास विभाग ने इसका प्रस्ताव तैयार किया है। इसके नियम भी बनाए गए हैं। अब आगामी बैठक में इस मामले में चर्चा होनी है। विभाग का मानना है कि इसमें कुछ और भी संशोधन किए जाने हैं।

मुख्यमंत्री सुखविंद्र सिंह सुक्खू ने कहा है कि प्रदेश सरकार ने लोगों के लंबे समय से लंबित राजस्व मामलों को उनके घर-द्वार के समीप निपटाने के लिए राजस्व लोक अदालतों की शुरुआत की है। यह लोक अदालतें उप-तहसील और तहसील स्तर पर नियमित रूप से आयोजित की जा रही हैं। अक्तूबर, 2023 से अगस्त, 2025 तक 4,33,242 से अधिक राजस्व मामले निपटाए जा चुके हैं। उन्होंने कहा कि प्रदेश सरकार ने 30 अक्तूबर, 2023 से विशेष अभियान चलाकर राजस्व लोक अदालतों की शुरुआत की थी। यह लोक अदालतें अब हर महीने के अंतिम दो दिनों में नियमित रूप से आयोजित की जा रही हैं। उन्होंने कहा कि पहली बार किसी राज्य सरकार ने राजस्व मामलों के निपटारे के लिए लोक अदालत की शुरुआत की है।

There will be relaxation for building construction in rural areas. If a person buys land in the village and runs a building or commercial activity, then he will have to construct the buildings as per the rules.

Rules will be simplified for building houses on plots less than 500 square meters in Panchayats. It’s worth noting that the government has taken this decision due to the natural disaster in Himachal Pradesh. The disaster has caused massive devastation. Buildings along rivers and streams have suffered extensive damage. Many people have lost their lives. This issue was brought up in the last cabinet meeting, but it was not discussed in detail. The Rural Development Department has prepared a proposal and established rules for it. Now, this matter will be discussed in the next meeting. The department believes that some further amendments are needed.

Chief Minister Sukhwinder Singh Sukhu said that the state government has initiated Revenue Lok Adalats to resolve long-pending revenue matters closer to people’s doorsteps. These Lok Adalats are being held regularly at the sub-tehsil and tehsil levels. From October 2023 to August 2025, more than 433,242 revenue matters have been resolved. He said that the state government launched a special campaign to initiate Revenue Lok Adalats on October 30, 2023. These Lok Adalats are now being held regularly on the last two days of every month. He said that this is the first time a state government has initiated Lok Adalats for the settlement of revenue matters.
