हिमाचल प्रदेश के ग्रामीण क्षेत्रों में अब नदी-नालों के किनारे निर्माण कार्य नहीं होंगे। गांव में भी नियमों के तहत नक्शों की मंजूरी के बाद भवनों का निर्माण किया जा सकेगा। राज्य मंत्रिमंडल ने सोमवार को कैबिनेट की बैठक में ग्रामीण क्षेत्रों में योजनाबद्ध निर्माण गतिविधियों को नियंत्रित करने के लिए मॉडल उप नियमों को मंजूरी दी है। इसके तहत पंचायतों में तकनीकी सहायक नक्शे की जांच-पड़ताल करेंगे या फिर इसके लिए किसी जांच एजेंसी भी हायर किया जाएगा। इसके बाद भवनों के नक्शों को स्वीकृति के लिए ग्रामसभा में लाया जाएगा। राज्य मंत्रिमंडल ने यह निर्णय हाल के मानसून सीजन के दौरान हुई भारी तबाही को ध्यान में रखते हुए लिया है। मॉडल उप नियम के तहत 500 वर्ग मीटर तक के एरिया के भवनों के नक्शे सिंगल लाइन (कागज पर भवन का स्केच) में स्वीकृत होंगे, जबकि 1,000 वर्ग मीटर से कम क्षेत्र वाले प्लॉट के नक्शे डबल लाइन पर स्वीकृत किए जाएंगे।

डबल लाइन में यह दिखाना होगा कि कहां किचन होगा और कहां कमरे बनाए जाएंगे। वर्ष 2023 और इस साल के मानसून सीजन में आपदा से राज्य में बड़े पैमाने पर जान-मान का नुकसान किया है। 2024 में भी बरसात ने कई भवनों को क्षतिग्रस्त किया। यह क्षति मुख्य रूप से नदियों-नालों में आई बाढ़ के कारण हुए भूमि कटाव और भूस्खलन से हुई है। प्राकृतिक आपदा हिमाचल प्रदेश के शहरी की अपेक्षा ग्रामीण क्षेत्रों में ज्यादा तबाही मचा रही है। लोगों के भवन गिर रहे हैं। नदी-नालों में भवनों का निर्माण किया जा रहा है। इस बार प्राकृतिक आपदा में 579 पक्के और 89 कच्चे मकान गिरे हैं। यह उल्लेखनीय है कि ग्रामीण क्षेत्रों में 1000 वर्ग मीटर से ऊपर के निर्माण के लिए ग्राम एवं नगर नियोजन विभाग की मंजूरी पहले से ही अनिवार्य की गई है।

The state cabinet has approved model sub-rules to control planned construction activities in rural areas in the cabinet meeting on Monday. Under this, technical assistants in panchayats will investigate the maps or an investigation agency will also be hired for this. After this, the maps of the buildings will be brought to the Gram Sabha for approval. The state cabinet has taken this decision keeping in mind the heavy devastation caused during the recent monsoon season. Under the model sub-rule, maps of buildings up to 500 square meters area will be approved in single line (sketch of the building on paper), while maps of plots with an area of less than 1,000 square meters will be approved on double line.

It will have to be shown in double line where the kitchen will be and where the rooms will be built. In the year 2023 and this year’s monsoon season, the disaster has caused a large-scale loss of life and property in the state. In 2024 also, rain damaged many buildings. This damage is mainly due to land erosion and landslides caused by floods in rivers and streams. Natural disaster is causing more devastation in rural areas of Himachal Pradesh than in urban areas. People’s buildings are falling. Buildings are being constructed in rivers and streams. This time 579 pucca and 89 kutcha houses have collapsed in the natural disaster. It is noteworthy that the approval of the Village and Town Planning Department has already been made mandatory for construction above 1000 square meters in rural areas.
