देहरादून -जन संघर्ष मोर्चा अध्यक्ष एवं जीएमवीएन के पूर्व उपाध्यक्ष रघुनाथ सिंह नेगी ने मा.मुख्यमंत्री श्री पुष्कर सिंह धामी से मुलाकात कर प्रदेश भर के निजी विद्यालय प्रबंधनों/ स्वामियों पर थोपे जा रहे लेबर सैस मामले में हस्तक्षेप की मांग की | श्री धामी ने कार्यवाही का भरोसा दिलाया | नेगी ने कहा कि भवन निर्माण एवं अन्य संनिर्माण कर्मकार कल्याण बोर्ड द्वारा विद्यालय प्रबंधनों को विद्यालय भवन की लागत का एक फ़ीसदी लेबर सैस (श्रम उपकर) जमा कराने हेतु निर्देशित किया गया है (नोटिस जारी किये गये हैं), जबकि होना यह चाहिए था कि जो उस भवन के निर्माण में लेबर खर्च लगा है, उसका एक फ़ीसदी कर लिया जाना न्याय संगत लगता है | जो टैक्स थोपा जा रहा है वो वर्तमान हिसाब से ₹17,500 प्रति वर्ग मीटर के हिसाब से आंका जा रहा है | टैक्स लगाना न्याय संगत बात हो सकती है, लेकिन मुनासिब होना चाहिए |माना कि एक भवन ₹1000 में बनकर तैयार हुआ तथा उसमें ₹150 लेबर खर्चा आया तो इस हिसाब से ₹150 लेबर खर्चे पर एक फ़ीसदी 1.50 रुपए सैस लगाना चाहिए था, लेकिन यहां ₹1000 पर एक फ़ीसदी यानी ₹10 सैस लगाया जा रहा है | यह एक तरह से लेबर कर न होकर भवन कर जैसा प्रतीत हो रहा है ! प्रश्न इस बात का है कि शैक्षणिक संस्थानों पर लेबर सैस लगाकर विभाग एक तरह से छात्र- छात्राओं एवं इनके अभिभावकों पर अप्रत्यक्ष तौर पर बोझ डालना चाहती है |इस प्रकार का सैस यानी जजिया कर भविष्य में कहीं न कहीं शिक्षा ग्रहण करना और महंगी कर देगा तथा इसका भार भी अभिभावकों पर ही पड़ेगा | आखिर हर चीज में टैक्स पर टैक्स लगाकर जनता का तेल निकालना निश्चित तौर पर दुर्भाग्यपूर्ण भी है | इसके अतिरिक्त अस्पताल व अन्य संस्थानों पर भी टैक्स लगाए जाने की सूचना प्राप्त हुई है |
