उत्तराखंड में आपदा से हुए नुकसान का जायजा लेने पहुंची केंद्र की टीम, राहत कार्यों की सराहना

देहरादून: मुख्यमंत्री पुष्कर सिंह धामी से बुधवार को भारत सरकार की इंटर मिनिस्ट्रीयल टीम ने सचिवालय में भेंट की। यह टीम राज्य में हाल ही में आई आपदाओं से हुए नुकसान का जायजा लेने पहुंची थी। मुख्यमंत्री ने टीम को बताया कि उत्तराखंड एक आपदा संवेदनशील राज्य है, जहां मानसून के दौरान अतिवृष्टि के कारण भूस्खलन, बाढ़ और जलभराव जैसी गंभीर समस्याएं उत्पन्न होती हैं।

मुख्यमंत्री ने कहा कि भूस्खलन से होने वाले नुकसान को कम करने के लिए राष्ट्रीय स्तर के संस्थानों को मिलकर पूर्वानुमान प्रणाली को और अधिक विकसित करना होगा। उन्होंने बताया कि इस वर्ष अत्यधिक वर्षा के चलते राज्य के विभिन्न क्षेत्रों में जनहानि के साथ-साथ परिसंपत्तियों को भी व्यापक नुकसान हुआ है। पर्वतीय क्षेत्रों में बादल फटने और भूस्खलन से जमीन का स्थायी नुकसान होता है, जिससे दोबारा खेती या निर्माण कार्य कर पाना संभव नहीं रह जाता। ऐसे इलाकों के लिए प्रभावी कार्ययोजना तैयार करने की आवश्यकता है।

केंद्रीय टीम ने उत्तरकाशी, रुद्रप्रयाग, पौड़ी गढ़वाल, चमोली, बागेश्वर और नैनीताल जिलों के विभिन्न क्षेत्रों का भ्रमण कर आपदा से हुए नुकसान का प्रत्यक्ष निरीक्षण किया। गृह मंत्रालय के संयुक्त सचिव आर. प्रसन्ना के नेतृत्व में पहुंची टीम में अनु सचिव शेर बहादुर, अधीक्षण अभियंता सुधीर कुमार, उप निदेशक विकास सचान, मुख्य अभियंता पंकज सिंह और निदेशक वीरेन्द्र सिंह शामिल थे।

टीम ने आपदा प्रभावित लोगों से बातचीत कर उनकी समस्याओं और राहत कार्यों को लेकर मिले फीडबैक का उल्लेख करते हुए राज्य सरकार द्वारा किए जा रहे राहत प्रयासों की सराहना की। उन्होंने बताया कि राहत शिविरों में ठहरने, भोजन और चिकित्सा जैसी मूलभूत सुविधाएं संतोषजनक रूप से उपलब्ध कराई गई हैं।

टीम ने यह भी कहा कि राज्य सरकार द्वारा मृतकों के परिजनों और जिनके घर पूर्ण रूप से क्षतिग्रस्त हुए हैं, उन्हें 5 लाख रुपये की तात्कालिक सहायता राशि दिए जाने से प्रभावितों को राहत मिली है। इसके साथ ही, राज्य सरकार द्वारा गर्भवती महिलाओं का पूरा डाटा जिला प्रशासन के पास रखने और उनके स्वास्थ्य तथा सुरक्षित प्रसव के लिए लगातार संपर्क बनाए रखने की पहल को भी प्रशंसनीय बताया गया। टीम ने कहा कि इस तरह की पहल को अन्य राज्यों में भी लागू करने की सिफारिश की जाएगी।

टीम ने भ्रमण के दौरान यह भी बताया कि भूस्खलन और बाढ़ से नदियों में अत्यधिक सिल्ट भर जाने से जल स्तर ऊपर उठ रहा है, जिससे भविष्य में संभावित नुकसान की आशंका बनी हुई है।

इस अवसर पर मुख्य सचिव आनंद बर्द्धन, अपर मुख्य सचिव आर.के. सुधांशु, सचिव आपदा प्रबंधन विनोद कुमार सुमन और राज्य आपदा प्रबंधन प्राधिकरण के अपर मुख्य कार्यकारी अधिकारी आनन्द स्वरूप उपस्थित थे।

This team had come to take stock of the damage caused by the recent disasters in the state. The Chief Minister told the team that Uttarakhand is a disaster sensitive state, where during monsoonSerious problems such as landslides, floods and waterlogging arise due to excess rainfall. The Chief Minister said that to reduce the damage caused by landslides, national level institutions together will have to develop the forecast system. He said that due to excessive rainfall this year, there has been widespread loss to the loss of life in various regions of the state. In mountainous areasCloudburst and landslides cause permanent loss of land, which makes it not possible to do farming or construction work again. There is a need to prepare an effective action plan for such areas. The central team visited various areas of Uttarkashi, Rudraprayag, Pauri Garhwal, Chamoli, Bageshwar and Nainital districts directly and inspected the damage caused by disaster. The team interacted with the disaster affected people and appreciated the relief efforts being made by the state government, referring to their problems and feedback on relief work.
