#दल- बदल मामले में विधानसभाध्यक्ष क्यों नहीं तिलमिला रही !

विकासनगर– जन संघर्ष मोर्चा अध्यक्ष एवं जीएमवीएन के पूर्व उपाध्यक्ष रघुनाथ सिंह नेगी ने पत्रकारों से वार्ता करते हुए कहा कि स्वतंत्रता दिवस के अवसर पर आयोजित कार्यक्रम में विधानसभाध्यक्ष ऋतु खंडूरी स्वयं को प्रोटोकॉल न मिलने से इस कदर छटपटाई कि तुरंत विधानसभा, उपसचिव से आनन- फानन में मुख्य सचिव को पत्र जारी करवाकर कार्रवाई हेतु प्रेषित करवाया गया | काश! यही फुर्ती खानपुर विधायक के दल- बदल मामले में करती तो प्रदेश की जनता निश्चित तौर पर गदगद होती है, लेकिन दल- बदल मामले में तीन साल से अधिक समय बीतने के उपरांत भी कार्रवाई न करना निश्चित तौर पर गैर जिम्मेदाराना व एक तरह से भ्रष्टाचार है |

विधानसभाध्यक्ष को गरिमा/ सम्मान जैसे शब्दों का इस्तेमाल नहीं करना चाहिए क्योंकि वे पहले ही सदन की गरिमा खो चुकी हैं एवं प्रदेश को गर्त में धकेल चुकी हैं | नेगी ने कहा कि ऐसा विधायक, जिसके खिलाफ लगभग तीस मुकदमे भिन्न-भिन्न प्रदेशों यथा उत्तराखंड, उत्तर प्रदेश, झारखंड व पश्चिम बंगाल में संगीन अपराधों यथा यौन शोषण / ब्लैकमेलिंग/ षड्यंत्र/ बलपूर्वक भूमि हड़पने/ जालसाजी आदि के तहत दर्ज हुए हों, जिनमें से कई मुकदमे प्रदेश को शर्मसार करने के लिए बहुत हैं, ऐसे व्यक्ति को संरक्षण देकर विधानसभाध्यक्ष प्रदेश की जनता को धोखा दे रही हैं | 10-15 दिन पहले मा. सुप्रीम कोर्ट भी विधानसभाध्यक्षों की किसी मामले में निर्णय लेने में लेट लतीफी एवं संरक्षण देकर अनुचित लाभ पहुंचने को लेकर मुखर हो चुके हैं |ऐसे में विधानसभाध्यक्ष का दायित्व है कि मा. सर्वोच्च न्यायालय की गरिमा कायम रखें | ऐसी विधानसभाध्यक्ष, जिन्होंने ऐसे विधायक को बचाने का काम किया है, उनके लिए क्या सम्मान और क्या प्रोटोकॉल !

नेगी ने कहा कि 26 मई 2022 को रुड़की निवासी श्री पनियाला ने विधानसभाध्यक्ष के समक्ष विधायक उमेश कुमार द्वारा दल- बदल किए जाने के मामले में कार्रवाई की मांग को लेकर याचिका दायर की थी, जिसमें उल्लेख किया गया था कि उक्त विधायक द्वारा निर्दलीय रूप से विधायक चुने जाने के उपरांत पार्टी की सदस्यता ग्रहण करने और अपनी क्षेत्रीय पार्टी बनाकर दल -बदल कानून का उल्लंघन किया है, जिसके चलते ये दल- बदल कानून की परिधि में आ गए हैं तथा इनकी सदस्यता रद्द होनी चाहिए | इसके साथ-साथ जन संघर्ष मोर्चा द्वारा भी विधानसभाध्यक्ष से कार्रवाई की मांग की गई थी, लेकिन तीन साल से अधिक समय हो गया है, इतने लंबे अंतराल के उपरांत भी विधानसभाध्यक्ष द्वारा कोई कार्रवाई न करना निश्चित तौर पर बहुत बड़ी मिली भगत /किसी भय की आशंका की तरफ इशारा करती है ! आखिर विधानसभाध्यक्ष को किस बात का डर सता रहा है ! वे निर्णय लेने से क्यों डर रही हैं ! इस मिलीभगत का राज क्या है ! अगर ऊपर से कोई दबाव है तो क्यों इस्तीफा नहीं दे देतीं !

नेगी ने कहा कि सदस्यता रद्द करने/ निर्णय लेने के मामले में कार्रवाई न करना निश्चित तौर पर दुर्भाग्यपूर्ण है | विधानसभाध्यक्ष को चाहिए कि इस मामले में निर्णय लें ,निर्णय चाहे कुछ भी हो, लेकिन हर हालत में निर्णय लिया जाना चाहिए |

लगभग तीन साल बाद विधानसभाध्यक्ष द्वारा पत्रावली को थोड़ा- बहुत आगे पीछे सरकाया गया है | ‌‌मोर्चा ने विधानसभाध्यक्ष को नसीहत देते हुए कहा कि आप प्रदेश के गौरव/ सम्मान को गर्त में धकेलने के बाद सम्मान जैसे शब्दों की बात न करें तो बेहतर रहेगा | पत्रकार वार्ता में- भीम सिंह बिष्ट व मुकेश पसपोला मौजूद थे |
