हिमाचल प्रदेश हाईकोर्ट ने पांवटा साहिब में सड़क के बीच खड़े बिजली के खंभों और ट्रांसफार्मर की वजह से हुए एक दर्दनाक हादसे पर कड़ा संज्ञान लिया है। इस हादसे में एक युवक की जान चली गई थी। कोर्ट ने इसे घोर लापरवाही माना और कहा कि इसे किसी भी सूरत में नजरअंदाज नहीं किया जा सकता। अदालत ने इस मामले में राज्य सरकार समेत बोर्ड को नोटिस जारी किए हैं। मुख्य न्यायाधीश गुरमीत सिंह संधावालिया और न्यायाधीश रंजन शर्मा की खंडपीठ ने इस मामले को गंभीरता से लेते हुए स्वतः संज्ञान लिया है। कोर्ट ने स्पष्ट निर्देश दिए हैं कि राज्य सरकार और बिजली बोर्ड यह रिपोर्ट पेश करें कि पूरे प्रदेश में ऐसी कितनी सड़कें हैं, जिनके बीचों-बीच बिजली के खंभे और ट्रांसफार्मर खड़े हैं।

यह मामला पांवटा साहिब के बद्रीपुर-पुरुवाला सड़क चौड़ीकरण योजना से जुड़ा है। सड़क तो चौड़ी हो गई, लेकिन अधिकारियों ने सड़क के बीच में खड़े बिजली के खंभों और ट्रांसफार्मरों को हटाने की जहमत नहीं उठाई। इसी लापरवाही का शिकार एक युवक हो गया, जिसकी बाइक रात के अंधेरे में इन्हीं खंभों से टकरा गई और मौके पर ही उसकी मौत हो गई। अदालत को एक पत्र के माध्यम से इस घटना की जानकारी मिली थी, जिसके बाद कोर्ट ने स्वतः संज्ञान लेते हुए इसे जनहित याचिका में बदल दिया। हाईकोर्ट के इस सख्त रुख के बाद अब राज्य में ऐसी लापरवाहियों पर लगाम लगने की उम्मीद है। कोर्ट ने साफ कहा है कि इस तरह की अनदेखी को बर्दाश्त नहीं किया जाएगा और जिम्मेदार अधिकारियों की जवाबदेही तय की जाएगी। इस मामले की अगली सुनवाई 9 सितंबर को होगी, जब सरकार और बिजली बोर्ड को पूरी जानकारी के साथ पेश होना होगा। हाईकोर्ट के इस कदम से आम नागरिकों की सुरक्षा को लेकर एक सकारात्मक संदेश गया है।

The Himachal Pradesh High Court has taken strong cognizance of a tragic accident caused by electric poles and transformers standing in the middle of the road in Paonta Sahib. A young man lost his life in this accident. The court considered it to be gross negligence and said that it cannot be ignored under any circumstances. The court has issued notices to the state government and the board in this matter. The division bench of Chief Justice Gurmeet Singh Sandhawalia and Justice Ranjan Sharma has taken suo motu cognizance of the matter taking it seriously. The court has given clear instructions that the state government and the electricity board should submit a report on how many such roads are there in the entire state, in the middle of which electric poles and transformers are standing.

This case is related to the Badripur-Puruwala road widening scheme of Paonta Sahib. The road was widened, but the officials did not bother to remove the electric poles and transformers standing in the middle of the road. A young man became a victim of this negligence, whose bike collided with these poles in the dark of the night and he died on the spot. The court was informed about this incident through a letter, after which the court took suo motu cognizance and converted it into a public interest litigation. After this strict stand of the High Court, now such negligence is expected to be curbed in the state. The court has clearly said that such negligence will not be tolerated and the accountability of the responsible officials will be fixed. The next hearing of this case will be on September 9, when the government and the electricity board will have to appear with full information. This step of the High Court has sent a positive message regarding the safety of common citizens.
