मुख्यमंत्री सुखविंद्र सिंह सुक्खू ने कहा कि हिमाचल में हरित आवरण में वृद्धि के लिए 100 करोड़ रुपये की राजीव गांधी वन संवर्धन योजना शुरू की गई है। इस योजना में जन सहभागिता सुनिश्चित करते हुए रोजगार के अवसर सृजित किए जा रहे हैं। पारंपरिक पौधरोपण मॉडल के स्थान पर इस योजना के तहत महिला मंडलों, युवक मंडलों, स्वयं सहायता समूहों और अन्य पंजीकृत समुदाय-आधारित संगठनों को शामिल कर जनसहभागिता से पौधरोपण सुनिश्चित किया जा रहा है। यह समूह बंजर वन भूमि क्षेत्रों में पौधरोपण और रखरखाव जैसी गतिविधियों में महत्वपूर्ण भूमिका निभाएंगे।

सुक्खू ने कहा कि क्षेत्र में विस्तार के साथ-साथ इस योजना से राज्यभर के हजारों ग्रामीणों को प्रत्यक्ष और अप्रत्यक्ष रोजगार के अवसर प्राप्त होंगे। यह योजना जलवायु परिवर्तन, पारिस्थितिकी तंत्र और ग्रामीण समुदायों के आर्थिक उत्थान में सहायक सिद्ध होगी। इस योजना के तहत पारिस्थितिकी आवश्यकता और पहुंच के आधार पर हर समुदाय आधारित संगठन को 5 हेक्टेयर तक खाली अथवा बंजर वन भूमि आवंटित की जाएगी। वन विभाग अपनी नर्सरियों से गुणवत्तायुक्त पौधों की आपूर्ति सुनिश्चित करेगा और सफल पौधरोपण सुनिश्चित करने के लिए नियमित निगरानी और मूल्यांकन सुनिश्चित करेगा।

इस योजना की सफलता के लिए प्रत्येक समुदाय आधारित संगठन को प्रति हेक्टेयर 1.20 लाख रुपये या भूमि के क्षेत्रफल के अनुपात में धनराशि प्रदान की जाएगी। उन्होंने कहा कि एक हेक्टेयर से छोटे क्षेत्रों के लिए धनराशि आनुपातिक आधार पर दी जाएगी। इसके अतिरिक्त रोपे गए पौधों की सत्यापित जीवित प्रतिशतता दर के आधार पर 1.20 लाख रुपये प्रति हेक्टेयर की प्रोत्साहन राशि प्रदान की जाएगी।

Chief Minister Sukhwinder Singh Sukhu said that Rajiv Gandhi Van Sanvardhan Yojana of Rs 100 crore has been started to increase the green cover in Himachal. Employment opportunities are being created by ensuring public participation in this scheme. Instead of the traditional plantation model, plantation is being ensured with public participation by involving Mahila Mandals, Yuvak Mandals, Self Help Groups and other registered community-based organizations under this scheme. These groups will play an important role in activities like plantation and maintenance in barren forest land areas.

Sukhu said that along with expansion in area, this scheme will provide direct and indirect employment opportunities to thousands of villagers across the state. This scheme will prove to be helpful in climate change, ecosystem and economic upliftment of rural communities. Under this scheme, every community based organization will be allotted up to 5 hectares of vacant or barren forest land based on ecological requirement and accessibility. The Forest Department will ensure the supply of quality saplings from its nurseries and ensure regular monitoring and evaluation to ensure successful plantation.

For the success of this scheme, every community based organization will be provided with an amount of Rs. 1.20 lakh per hectare or in proportion to the area of land. He said that for areas smaller than one hectare, the amount will be given on a proportionate basis. Apart from this, an incentive of Rs. 1.20 lakh per hectare will be provided on the basis of verified survival percentage rate of the planted saplings.
