देहरादून के झाझरा क्षेत्र में एक फाइनेंस कंपनी की संवेदनहीनता का चौंकाने वाला मामला सामने आया है, जहाँ चार बच्चियों की मां एक विधवा महिला को बीमा के बावजूद लोन की वसूली के लिए न केवल मानसिक रूप से प्रताड़ित किया गया, बल्कि उसका घर भी जब्त कर लिया गया। हालांकि जिला प्रशासन की तेज़ और सख्त कार्रवाई ने न केवल पीड़िता को राहत दी, बल्कि पूरे शहर में एनबीएफसी कंपनियों के खिलाफ कड़ा संदेश भी दे दिया।

प्रिया के पति विकास ने अप्रैल 2024 में सीएसएल फाइनेंस लिमिटेड से 6.5 लाख रुपये का होम लोन लिया था। कंपनी की शर्तों के तहत टाटा एआईए से बीमा भी कराया गया था, और सभी आवश्यक मेडिकल जांच व कागज़ी प्रक्रियाएं पूरी की गई थीं। दुर्भाग्यवश जुलाई 2024 में विकास की मृत्यु हो गई।

अब घर की सारी जिम्मेदारी प्रिया पर आ गई, लेकिन जीवन की जद्दोजहद और बच्चों की परवरिश के बीच लोन चुकाना संभव नहीं था। उन्होंने बीमा क्लेम के ज़रिए कर्ज से राहत की मांग की, लेकिन कंपनी ने कोई मदद नहीं की। उल्टा, रिकवरी एजेंटों ने लगातार दबाव बनाना शुरू कर दिया और जल्द ही घर को ज़ब्त कर लिया गया।

11 जुलाई को प्रिया अपनी चार बच्चियों के साथ डीएम सविन बंसल की जनसुनवाई में पहुँची और पूरी आपबीती बताई। मामला सुनकर डीएम ने तुरंत जांच के आदेश दिए और 12 जुलाई को सीएसएल फाइनेंस की रजिस्ट्रेशन सर्टिफिकेट रद्द करते हुए, 18 जुलाई तक महिला को घर वापस सौंपने और नो-ड्यूज सर्टिफिकेट जारी करने के निर्देश दिए।

निर्देशों की अवहेलना करने पर प्रशासन ने सोमवार को कंपनी के न्यू कैंट रोड स्थित ऑफिस को सील कर दिया। साथ ही कंपनी की संपत्तियों की नीलामी की प्रक्रिया भी शुरू कर दी गई है। यह कदम ना केवल पीड़ित महिला को राहत देने वाला है, बल्कि उन तमाम एनबीएफसी कंपनियों के लिए चेतावनी है जो आम जनता को कानून और इंसाफ से वंचित करने की कोशिश कर रही थीं।

डीएम का सख्त संदेश
डीएम सविन बंसल ने साफ कर दिया है कि जिले में किसी भी फाइनेंस कंपनी को कानून हाथ में लेने की अनुमति नहीं दी जाएगी। रिकवरी एजेंटों की मनमानी पर भी अब शिकंजा कसा जाएगा। संबंधित थानों को निर्देशित किया गया है कि ऐसे मामलों में तुरंत एफआईआर दर्ज की जाए और दोषियों के खिलाफ कानूनी कार्रवाई हो।

इस घटना ने ना सिर्फ एक बेसहारा महिला को इंसाफ दिलाया, बल्कि देहरादून में फाइनेंस कंपनियों की मनमानी पर लगाम लगाने की दिशा में एक बड़ा कदम भी साबित हुआ है। अब ज़रूरत है कि जनता अपने अधिकारों को पहचाने और ऐसे मामलों में चुप न बैठे।
