मानसून से पहले अलर्ट मोड में उत्तराखंड, बांध परियोजनाओं को सख्त दिशा-निर्देश

संवेदनशील क्षेत्रों में अलर्ट सुनिश्चित करने के लिए आपदा प्रबंधन विभाग की अहम बैठक, मॉक ड्रिल और आपातकालीन योजना पर ज़ोर

देहरादून: सचिवालय में शुक्रवार को मानसून के मद्देनज़र जल विद्युत परियोजनाओं, सिंचाई विभाग, यूजेवीएनएल और केंद्रीय जल आयोग के अधिकारियों के साथ उच्च स्तरीय बैठक आयोजित की गई। बैठक की अध्यक्षता आपदा प्रबंधन एवं पुनर्वास विभाग के सचिव विनोद कुमार सुमन ने की।

बैठक में सभी संबंधित एजेंसियों को निर्देशित किया गया कि वे आपसी समन्वय के साथ कार्य करें और किसी भी आपात स्थिति से निपटने के लिए पूरी तरह तैयार रहें। बांध परियोजनाओं को विशेष रूप से सख्त निर्देश दिए गए हैं कि जल छोड़े जाने से पूर्व राज्य आपातकालीन परिचालन केंद्र (SEOC) और संबंधित जिला प्रशासन को अनिवार्य रूप से पूर्व सूचना दी जाए, ताकि प्रभावित क्षेत्रों में समय पर अलर्ट जारी किया जा सके।

सचिव ने कहा कि जल छोड़ने की स्थिति में पानी की गति, दिशा और संभावित प्रभाव का पूर्व आकलन कर उसका विस्तृत ब्यौरा संबंधित विभागों के साथ साझा किया जाए। सभी परियोजनाओं को रियल टाइम डेटा, जैसे नदी जलस्तर और डिस्चार्ज से जुड़ी जानकारी, API के माध्यम से यूएसडीएमए के साथ साझा करने के निर्देश भी दिए गए। इससे निगरानी प्रणाली और अधिक प्रभावी हो सकेगी।

प्रत्येक जल परियोजना के लिए आपातकालीन कार्य योजना (Emergency Action Plan) और मानक संचालन प्रक्रिया (SOP) शीघ्र तैयार करने के भी निर्देश दिए गए। इन दस्तावेजों को यूएसडीएमए के साथ साझा करने के साथ-साथ विभागीय वेबसाइट पर सार्वजनिक रूप से अपलोड किया जाएगा।

बैठक में यह भी निर्णय लिया गया कि अगस्त-सितंबर 2025 के मध्य प्रदेश की समस्त बांध परियोजनाओं पर राज्य स्तरीय मॉक ड्रिल आयोजित की जाएगी। इसका उद्देश्य आपात स्थिति में विभागों की तैयारियों और समन्वय तंत्र की समीक्षा करना होगा।

सिंचाई विभाग को निर्देश दिए गए कि वह एक समग्र बाढ़ प्रबंधन कार्य योजना तैयार करे, जिसमें भारत सरकार की एसओपी और राज्य शासन के दिशा-निर्देशों को सम्मिलित किया जाएगा, ताकि एक व्यापक रणनीति तैयार की जा सके।

सभी विभागों और एजेंसियों से कहा गया है कि वे आपदा की स्थिति में नोडल अधिकारी नामित करें, जो सूचनाओं के आदान-प्रदान और समन्वय की जिम्मेदारी संभालेंगे। तकनीकी प्रणालियों को सक्रिय रखते हुए सूचना का समयबद्ध आदान-प्रदान सुनिश्चित करना अनिवार्य होगा।

बैठक में अपर मुख्य कार्यकारी अधिकारी (प्रशासन) आनंद स्वरूप, डीआईजी एवं अपर मुख्य कार्यकारी अधिकारी (क्रियान्वयन) राजकुमार नेगी, संयुक्त मुख्य कार्यकारी अधिकारी मो. ओबैदुल्लाह अंसारी, डॉ. पूजा राणा, डॉ. वेदिका पन्त, रोहित कुमार, हेमंत बिष्ट सहित सिंचाई विभाग, यूजेवीएनएल, केंद्रीय जल आयोग, टिहरी हाइड्रो पावर कॉरपोरेशन, एनटीपीसी जोशीमठ, एनएचपीसी टनकपुर एवं धौलीगंगा, जीवीके अलकनंदा परियोजना, जेपी ग्रुप विष्णुप्रयाग तथा मौसम विज्ञान केंद्र देहरादून के प्रतिनिधि उपस्थित रहे।

Emphasis on the important meeting of the Disaster Management Department, Mock Drill and Emergency Plan to ensure alert in sensitive areas

Dehradun: High level meeting with officials of hydropower projects, irrigation department, UJVNL and Central Water Commission on Friday in the Secretariatwere held. The meeting was chaired by Vinod Kumar Suman, Secretary, Department of Disaster Management and Rehabilitation. In the meeting, all the concerned agencies were directed to work with mutual coordination and be fully prepared to deal with any emergency. Dam projects have been specially given strict instructions that before the release of water, the State Emergency Operations Center (SEOC) and the concerned district administrationPre -prior information should be given, so that timely alerts can be issued in the affected areas. The Secretary said that in the event of release of water, a detailed details should be shared with the concerned departments after pre -assessing the speed, direction and possible impact.

All projects were also instructed to share real -time data, such as information related to river water level and discharge, with USDMA through API. From thisThe monitoring system will be more effective. Instructions were also given to prepare the Emergency Action Plan and Standard Operation Process (SOP) for each water project. These documents will be shared with USDMA as well as publicly uploaded on the departmental website. It was also decided in the meeting that the state on all dam projects of Madhya Pradesh in August-September 2025Level mock drills will be held. Its purpose will be to review the preparations and coordination mechanisms of the departments in emergency. The Irrigation Department was instructed to formulate a holistic flood management action plan, which would include the SOP and state government guidelines of the Government of India to formulate a comprehensive strategy.
