विकासनगर -जन संघर्ष मोर्चा अध्यक्ष एवं जीएमवीएन के पूर्व उपाध्यक्ष रघुनाथ सिंह नेगी ने कहा कि जिस प्रकार से सरकार द्वारा फर्जी बाबाओं के खिलाफ प्रदेश भर में कालनेमि नामक ऑपरेशन चला गया है, उसी तर्ज पर सरकार को आरटीआई (सूचना अधिकार अधिनियम) के माध्यम से दलाली करने वाले दलालों /ब्लैक मेलरों के खिलाफ सख्त अभियान चलाना चाहिए ,जिससे आईटीआई को पेशा बना चुके दलालों को शिकंजे में लिया जा सके एवं इस खेल पर रोक लग सके |

नेगी ने कहा की आरटीआई का मकसद जन सरोकरों से जुड़े महत्वपूर्ण विषयों और जनता को न्याय दिलाने के लिए बहुत कारगर हथियार है,लेकिन जिन लोगों का जनहित एवं जन सरोकरों से से दूर-दूर तक कोई लेना- देना नहीं है, वो लोग आरटीआई का सहारा लेकर लोगों को लूटने/ ब्लैकमेल करने में लगे हैं | नेगी ने कहा कि आलम यह है इन दलालों ने उन लोगों को भी नहीं छोड़ा जो बामुश्किल एक-दो कमरे का घर बनाते हैं उनको भी आरटीआई का डर दिखाकर लूटने का काम ये दलाल करते हैं |

बड़े-बड़े बिल्डरों पर हाथ डालने की इनकी हिम्मत नहीं होती | रोचक तथ्य यह है कि ये दलाल पहली अपील तक ही पहुंचते हैं, सूचना आयोग में जाने की इनकी हिम्मत नहीं होती कि कहीं अगर आयोग ने पूछ लिया कि तुम्हारा मकसद क्या है ! इस डर से ये दलाल सूचना आयोग में नहीं जाते |कई दलाल तो ऐसे हैं जो अब तक लाखों- करोड़ों रुपए जनता से ठग चुके हैं | इन दलालों का निशाना छोटे-छोटे अधिकारी-कर्मचारी होते हैं, जिनको ये आसानी से अपनी गिरफ्त में ले लेते हैं | अगर इन दलालों पर अंकुश न लगा तो ये महामारी जैसा रूप ले सकती है |

मोर्चा इस दलाली को बंद कराने को लेकर कई बार मुख्यमंत्री,पुलिस महानिदेशक, मुख्य सूचना आयुक्त आदि से इस दलाली पर अंकुश लगाने को दस्तक दे चुका है, लेकिन कोई हिम्मत नहीं जुटा पा रहा | मोर्चा सरकार से मांग करता है कि इन दलालों के खिलाफ कालनेमि ऑपरेशन जैसा अभियान चलाकर इनकी गतिविधियों एवं संपत्ति की भी जांच कराई जाए, जिससे इन ब्लैकमेलरों को सलाखों के पीछे डाला जा सके एवं आमजन को राहत मिल सके ।पत्रकार वार्ता में – हाजी असद व प्रवीण शर्मा पिन्नी मौजूद थे |

Vikasnagar – Jan Sangharsh Morcha President and former Vice President of GMVN Raghunath Singh Negi said that the way the government has run an operation called Kalanemi against fake babas across the state, on the same lines the government should run a strict campaign against brokers/blackmailers doing brokerage through RTI (Right to Information Act), so that the brokers who have made ITI their profession can be caught and this game can be stopped. Negi said that the purpose of RTI is to get justice to the public and to get important issues related to public concerns, but those who have nothing to do with public interest and public concerns are busy looting/blackmailing people by taking the help of RTI. Negi said that the situation is such that these brokers have not spared even those who can build a house of one or two rooms with great difficulty. They loot them also by threatening them with RTI. They do not have the courage to lay hands on big builders. The interesting fact is that these brokers reach only till the first appeal, they do not have the courage to go to the Information Commission, fearing that what if the Commission asks what is your purpose! Due to this fear, these brokers do not go to the Information Commission. There are many brokers who have cheated the public of lakhs and crores of rupees so far. The target of these brokers are small officers and employees, whom they easily take in their grip. If these brokers are not controlled, then this may take the form of an epidemic. The Morcha has knocked on the doors of the Chief Minister, Director General of Police, Chief Information Commissioner etc. several times to stop this brokerage but no one is able to muster the courage. The Morcha demands from the government that a campaign like Operation Kalanemi should be launched against these brokers and their activities and properties should also be investigated so that these blackmailers can be put behind bars and the common people can get relief.
